The Smyth County School Board met today with the following members present: Phillip Hopkins, James H. Campbell, Jesse Choate, Jerry Catron, Paul Grinstead, and Laura Hall.
On motion of Mr. Catron, seconded by Mr. Choate, minutes of the June 10th and June 27th meetings were approved as presented.
On motion of Mr. Choate, seconded by Mr. Catron, the agenda was approved after adding 3.b. – special recognition of a teacher; and making a correction to 12.c. – to read Andrea Overbay instead of Andrea Carter.
Brenda Boone, Assistant Principal, Saltville Elementary School, recognized Shirley Ballou, teacher at Saltville Elementary School, as the 2002 Wal-Mart Teacher of the Year in Smyth County. Ms. Ballou received a $500.00 prize for winning the local honor, and she donated it back to the school. Ms. Ballou will represent the county in state competition.
Dr. Winters reviewed end-of-year 2001-2002 operations and capital outlay budgets. He informed the board that they would receive a detailed revenue summary report for June at the August meeting.
Dr. Winters reviewed the request to the Board of Supervisors for the 2001-2002 budget: (1) Approve a new appropriation total of $3,873,526 for the school/debt capital outlay budget; (2) Transfer balance of $153,815 from the school debt/capital outlay to operations; and (3) Approve an additional $142,059 local appropriation for the operations budget, 2001-2002. On motion of Mrs. Hall, seconded by Mr. Campbell, the board approved Dr. Winters’ request for the additional $142,059 from the Board of Supervisors.
Preston Brockman, Assistant Superintendent for Administration, gave a presentation on bus driver training and safety. Joyce Sexton and Melvin Holman, lead drivers, were also present.
Mr. Choate reported on the meeting with the transportation committee. A training and reference manual will be ready by August. The committee also recommended that by November 1 all Smyth County drivers should be certified to drive with air brakes. On motion of Mr. Choate, seconded by Mr. Catron, the recommendation was approved.
The board reviewed a draft of a policy revision for school bus drivers. On motion of Mr. Choate, seconded by Mrs. Hall, the board accepted the draft to be included in the policy manual. The motion carried with 5 ayes and 1 nay.
The board reviewed information on Excess Liability Coverage for the 2002-2003 school year from VACo Insurance Programs. On motion of Mr. Campbell, seconded by Mrs. Hall, the board voted to reduce the liability coverage from $7 million to $5 million.
Dr. Winters reviewed summary facts submitted by Sally Morgan on educational attainment for Smyth County from the 2000 census.
Dr. Winters reviewed a monthly summary report submitted by Mrs. Ewald, Nursing Supervisor, on the 2001-2002 health services.
The board considered a request from Melanie Richardson for surveillance cameras in the parking lots at Marion Senior High School. On motion of Mrs. Hall, seconded by Mr. Grinstead, the board voted to refer the letter to the county school safety committee to study and to review with law enforcement officials.
On motion of Mr. Choate, seconded by Mr. Grinstead, the board voted to accept resignations from Angela Carte, a teacher at Northwood High School, and Allyson Newton, a teacher at Marion Senior High School.
On motion of Mrs. Hall, seconded by Mr. Choate, the board approved the following new hires as recommended by the superintendent: Jennifer Surber, fifth grade at Marion Intermediate School; Micki Russ, physical education and athletic trainer at Marion Senior High School; Rebecca Hayden, special education at Northwood Middle School; Josh Morrison, computer technician county-wide at the school board office; and Kelly Marchant, executive secretary at the school board office. Andrea Holt was placed at Marion Primary School for Title 1 reading.
On motion of Mr. Grinstead, seconded by Mr. Choate, the board approved a one-year local license for Andrea Overbay, biology teacher at Chilhowie High School.
The June payroll, paid June 28, checks #35007-35236, was approved on motion of Mr. Grinstead, seconded by Mr. Catron.
On motion of Mr. Campbell, seconded by Mr. Choate, current invoices in the amount of $654,880.25 from the County School Operating Fund were ordered paid, the same to be listed in the warrant register.
On motion of Mr. Choate, seconded by Mr. Catron, current invoices in the amount of $1,044,289.55 from the County School Debt and Capital Outlay Fund were ordered paid, the same to be listed in the warrant register.
