Minutes of the April 14, 2008 Smyth County School Meeting

The Smyth County School Board met today in a regular meeting at 5:00 P.M., in the board meeting room, 121 Bagley Circle, Suite, 300, Marion, Virginia.

CALL TO ORDER

Chairperson Hall called the meeting to order and welcomed everyone.

The roll was called by the clerk, and the following members were present: Laura Hall, Sam Hambrick, Jesse Choate, Susan Sneed, Charles Doane, and Jim Coulthard. Jerry Catron arrived at 5:20 P.M.

CLOSED SESSION

Pursuant to § 2.2-3711 of the Virginia Freedom of Information Act, on motion by Ms. Sneed, seconded by Mr. Coulthard, by 6-0 vote, a closed meeting was declared for the purpose of discussing the following: personnel issues as authorized by § 2.2-3711(A)(1) of the Code of Virginia and student disciplinary matters as authorized by § 2.2-3711(A)(2) of the Code of Virginia.

Brandon Ratliff, Principal of Marion Middle School, Kim Sturgill, Director of Pupil Personnel Services, and a parent were present for part of the closed session dealing with a student disciplinary matter. Jerry Catron arrived in closed session at 5:20 P.M.

On motion by Mr. Choate, seconded by Mr. Coulthard, by 6-0 vote, closed session ended.

CERTIFICATION OF CLOSED MEETING

WHEREAS, the Smyth County School Board has convened a closed meeting on this date pursuant to an affirmative-recorded vote in accordance with the provision of the Virginia Freedom of Information Act; and

WHEREAS, § 2.2-3712(D) of the Code of Virginia requires a certification by this school board that such closed meeting was conducted in conformity with Virginia Law:

NOW THEREFORE, BE IT RESOLVED, that the Smyth County School Board, by roll call, hereby certifies that, to the best of each member's knowledge (i) only public business matters lawfully exempted from open meeting requirements by Virginia Law were discussed and (ii) only such public business as were identified in the motion by which the closed meeting was convened were heard, discussed, or considered.

VOTE: Ayes: 6, Nays. 0.

After arriving after the motion was made to hold a closed meeting, Jerry Catron did not vote on any items from the closed meeting. He stayed for informational purposes only.

CONSENT AGENDA

On motion by Mr. Choate, seconded by Mr. Catron, by 7-0 vote, the following was approved.

INFORMATIONAL REPORTS

There were no informational reports included from the superintendent.

PRESENTATIONS/RECOGNITIONS

Marion Intermediate School had the highest attendance percentage in the elementary category for the month of March. Steve Miller, Principal of Marion Intermediate School, introduced Mandi Widener, a third grader, for having perfect attendance this year. They received a certificate and will be retaining the flag from last month.

Chilhowie Middle School had the highest attendance percentage in the middle school category for the month of March. Mike Davidson, Principal of Chilhowie Middle School, introduced Mattie Clear, a sixth grader, for placing third in the Regional Spelling Bee Contest. They received a certificate and the flag to fly at the school.

Chilhowie High School had the highest attendance percentage in the high school category for the month of March. Mike Sturgill, Principal of Chilhowie High School, introduced Emily Doane, Tenacia Smith, and Hillary Overbay, seniors at Chilhowie High School and members of the girls' basketball team. He recognized the team for their great season. They received a certificate and will be retaining the flag from last month.

Saltville Elementary School was the winner of the Most Improved Attendance category for the month of March. Brenda Boone, Principal of Saltville Elementary School, introduced Channing Call, a fifth grader, and Skylar Call, a third grader, for having good attendance. They received a certificate and the flag to fly at the school.

Dr. Robinson congratulated Northwood Middle School's "Food Back Pack Program" for being selected to receive a Virginia Tech 2008 Excellence in Education Award. In addition, they will receive a monetary award in the amount of $500.00 to be used to support and enhance their program.

Dr. Robinson congratulated Chilhowie High School for being ranked as the fifth best high school in Virginia according to a website called schooldigger.com.

No other students or employees were present for presentations or recognitions.

PUBLIC COMMENT

Virginia Moorer, a fourth grade teacher at Marion Intermediate School, reported on the Virginia Education Association Convention held in Roanoke, Virginia.

SUPERINTENDENT'S REPORT

Dr. Jeff Cassell, Director of Operations and Finance, reviewed revenue, expenditures, and cash flow figures for the month of March, 2008, fiscal year 2007-2008.

Dr. Cassell reviewed fiscal year 2007-2008 revised revenue and expenditure projections.

DISCUSSION TOPICS

The board discussed the upcoming VSBA Policy Services Workshop to be held Thursday, May 22, 2008, at the Omni Hotel in Charlottesville, Virginia.

The board discussed the upcoming VSBA School Law Conference to be held Friday, June 6, 2008, at the Omni Hotel in Charlottesville, Virginia.

The board considered Policy BDDC Agenda Preparation and Dissemination (third reading). On motion by Mr. Choate, seconded by Ms. Sneed, by 7-0 vote, the policy was approved.

The board considered the following policies for approval (second reading):

On motion by Mr. Coulthard, seconded by Mr. Choate, by 7-0 vote, the policies were approved.

The board considered policy additions and/or changes for the following (first reading):

The board considered holding a school board meeting on Thursday, June 26, 2008, at 5:00 P.M., to close-out the 2007-2008 fiscal year. On motion by Mr. Choate, seconded by Mr. Coulthard, by 7-0 vote, this was approved.

The board considered approving the Local Special Education Annual Plan and Report for 2008-2009. On motion by Ms. Sneed, seconded by Mr. Catron, by 7-0 vote, the plan was approved.

The board considered adding Joan of Arc to the approved Smyth County Schools' book list. On motion by Mr. Catron, seconded by Mr. Choate, by 7-0 vote, this was approved.

The board considered bids for security cameras. On motion by Ms. Sneed, seconded by Mr. Coulthard, by 7-0 vote, the board approved the lowest bid from Dynamark Security, Inc., in the amount of $4,340.00 for analog cameras (12 with 3.6mm lens and 19 with 6mm lens) and the lowest bid from Shields Electronics in the amount of $14,470.00 for IP cameras w/housings (37 cameras and three exterior housings).

The board considered bids for a lawn mower for Marion Primary School. On motion by Mr. Catron, seconded by Ms. Sneed, by 7-0 vote, the board approved the bid from Wright Equipment Company in the amount of $10,200.00.

The board considered approving Admin Solutions as the third party administrator for the 403b account. On motion by Mr. Coulthard, seconded by Ms. Sneed, by 7-0 vote, this was approved as presented by Dr. Cassell.

The board considered adding a new course, Business Management, to the Program of Studies at Northwood High School. On motion by Mr. Catron, seconded by Mr. Coulthard, by 7-0 vote, this was approved.

The board considered raising elementary lunch prices to $1.50, middle/high school lunch prices to $1.75, and adult lunch prices to $2.25 for the 2008-2009 school year. On motion by Mr. Doane, seconded by Mr. Coulthard, by 6-1 vote, this was approved.

The board considered paying one-half of the expenses for Destination Imagination teams to attend Global Competition in Knoxville, Tennessee, on May 20-24, 2008. The teams competing are Marion Senior High School with two (2) teams and Northwood Middle/Saltville Elementary Schools with one (1) team. On motion by Mr. Catron, seconded by Mr. Choate, by 7-0 vote, this was approved.

CLOSED SESSION ITEMS

Mr. Catron arrived after the motion was made to hold a closed session. Therefore, he did not vote on any items from the closed session.

On motion by Ms. Sneed, seconded by Mr. Coulthard, by 6-0 vote, the board approved the superintendent's recommendation for student discipline Case #2008-01.

On motion by Ms. Sneed, seconded by Mr. Choate, by 6-0 vote, the board accepted the following resignations:

On motion by Ms. Sneed, seconded by Mr. Choate, by 6-0 vote, the board accepted the retirement of Edward L. Worley as the principal of the Smyth Career & Technology Center, effective at the end of this school year.

On motion by Ms. Sneed, seconded by Mr. Doane, by 6-0 vote, the board accepted the resignation of Billy Joe Buchanan as the head baseball coach at Northwood High School.

On motion by Ms. Sneed, seconded by Mr. Coulthard, by 6-0 vote, the board hired Steve Harris as the wrestling coach at Northwood Middle School.

On motion by Ms. Sneed, seconded by Mr. Coulthard, by 6-0 vote, the board hired Philip R. Ferguson as an English teacher at Marion Senior High School.

On motion by Mr. Catron, seconded by Mr. Coulthard, by 7-0 vote, the meeting was adjourned.
