August 14, 2017 Smyth County School Board Meeting

The Smyth County School Board met today in a regular meeting at 5:00 p.m., in the board meeting room, 121 Bagley Circle, Suite 300, Marion, Virginia.

CALL TO ORDER

Chairman Jesse Choate called the meeting to order and welcomed everyone.

The roll was called by the Clerk, and the following members were present: Mac Buchanan, Wayne Carter, Jesse Choate, Paul Grinstead, Susan Williams, Todd Williams, and Bill Veselik.

CLOSED SESSION

Pursuant to § 2.2-3711 of the Virginia Freedom of Information Act, on motion by Mr. Veselik, seconded by Mr. Buchanan, by 7-0 vote, a closed meeting was declared for the purpose of discussing the following: Personnel–Retirements, resignations, transfers, hires, and other personnel discussions, as authorized by § 2.2-3711(A)(1) of the Code of Virginia and discussion or consideration of admission or disciplinary matters or any other matters that would involve the possible disclosure of information contained in a scholastic record concerning any student, as authorized by § 2.2-3711(A)(2) of the Code of Virginia.

On motion by Mr. Veselik, seconded by Mac Buchanan, by 7-0 vote, closed session ended.

CERTIFICATION OF CLOSED MEETING

WHEREAS, the Smyth County School Board has convened a closed meeting on this date pursuant to an affirmative-recorded vote in accordance with the provision of the Virginia Freedom of Information Act; and

WHEREAS, 2.2-3712(D) of the Code of Virginia requires a certification by this school board that such closed meeting was conducted in conformity with Virginia Law:

NOW THEREFORE, BE IT RESOLVED, that the Smyth County School Board, by roll call, hereby certifies that, to the best of each member’s knowledge (i) only public business matters lawfully exempted from open meeting requirements by Virginia Law were discussed and (ii) only such public business as were identified in the motion by which the closed meeting was convened were heard, discussed, or considered.

VOTE: Ayes: 7, Nays: 0.

CONSENT AGENDA

On motion by Mr. Veselik, seconded by Mr. Buchanan, by 7-0 vote, the following items were approved.

PRESENTATIONS/RECOGNITIONS

Dr. Carter announced that Marion Elementary School was recently presented the 2016-2017 Virginia Index of Performance (VIP) Board of Education Distinguished Achievement Award. Dr. Kimberly Williams, Principal, credited Marion Elementary Schools success to an array of School Improvement Initiatives supported by the students, parents, staff, and the entire community.

Dr. Grinstead recognized several students who attend the Southwest Virginia Governors School in Pulaski on their recent achievements. Owen Hall from Marion scored among the top students in the March 2017 Math League Results. Rachel Myers from Marion was awarded an Honorable Mention for her project in Psychology B and Tristan Williams, also from Marion, was recognized for his project in Microbiology and Cell Biology B from the Virginia Junior Academy of Science.

SUPERINTENDENT’S REPORT

Julie Bear, Director of Finance, reviewed revenue, expenditure, and cash flow figures for the month of July 2017.

Dr. Carter provided an update on facilities.

Dr. Carter reviewed the recent back to school events that have taken place throughout the county. On August 4, 2017, there was a Teacher of the Year Luncheon held at Hungry Mother State Park and also a Convocation for all Professional staff held at Marion Senior High School. Dr. Carter took a moment to recognize and thank all of the students and staff that participated in the convocation.

Mr. Buchanan commended the county on the successful convocation, a smooth beginning to the school year, and the cleanliness of the schools he has visited.

ACTION ITEMS – (MOTION REQUIRED)

The Board considered approving the Smyth County Schools Athletic and Activities Handbook. On motion by Mr. Veselik, seconded by Mr. Buchanan, by 7-0 vote, the handbook was approved, pending the discussed changes.

On motion by Mr. Veselik, seconded by Mrs. Williams, by 7-0 vote, the course additions were approved.

The Board considered approving the School Board Schedule for School Visitations for 2017-2018. On motion by Dr. Grinstead, seconded by Mr. Buchanan, by 7-0 vote, the schedule was approved.

The Board considered approving the Resolution supporting the Strive for 5 Initiative. On motion by Mrs. Williams, seconded by Mr. Veselik, by 7-0 vote, the resolution was approved.

The Board considered extending the school day for 15 minutes on Monday, August 21, 2017 due to the Solar Eclipse. On motion by Mr. Veselik, seconded by Dr. Grinstead, by 7-0 vote, the extension of the school day was approved.

The Board considered allowing a teacher from Marion Senior High School to teach an additional section of History during their planning time for additional compensation. On motion by Mrs. Williams, seconded by Mr. Buchanan, by 7-0 vote, this was approved.

The Board considered scheduling a called Budget Committee meeting on Wednesday, August 23, 2017 at 4:00 p.m. On motion by Dr. Grinstead, seconded by Mr. Buchanan, by 7-0 vote, the meeting was scheduled.
