February 8, 2016 Smyth County School Board Meeting

The Smyth County School Board met today in a regular meeting at 5:00 P.M., in the board meeting room, 121 Bagley Circle, Suite 300, Marion, Virginia.

CALL TO ORDER

Chairman Jesse Choate called the meeting to order and welcomed everyone.

The roll was called by the clerk, and the following members were present: Mac Buchanan, Jesse Choate, Bill Veselik, Susan Williams, and Todd Williams. Wayne Carter was absent due to prior work obligations. Paul Grinstead was absent due to prior obligations.

CLOSED SESSION

Pursuant to § 2.2-3711 of the Virginia Freedom of Information Act, on motion by Mr. Veselik, seconded by Mrs. Williams, by 5-0 vote, a closed meeting was declared for the purpose of discussing the following: personnel issues as authorized by § 2.2-3711(A)(1) of the Code of Virginia, student exemption from compulsory attendance by reason of bona fide religious training or belief as authorized by § 22.1-254(B)(1) of the Code of Virginia, and student exemption from compulsory attendance as authorized by § 22.1-254(C)(1) of the Code of Virginia.

On motion by Mr. Veselik, seconded by Mrs. Williams, by 5-0 vote, closed session ended.

CERTIFICATION OF CLOSED MEETING

WHEREAS, the Smyth County School Board has convened a closed meeting on this date pursuant to an affirmative-recorded vote in accordance with the provision of the Virginia Freedom of Information Act; and

WHEREAS, § 2.2-3712(D) of the Code of Virginia requires a certification by this school board that such closed meeting was conducted in conformity with Virginia Law:

NOW THEREFORE, BE IT RESOLVED, that the Smyth County School Board, by roll call, hereby certifies that, to the best of each member’s knowledge (i) only public business matters lawfully exempted from open meeting requirements by Virginia Law were discussed and (ii) only such public business as were identified in the motion by which the closed meeting was convened were heard, discussed, or considered.

VOTE: Ayes: 5, Nays: 0.

CONSENT AGENDA

On motion by Mr. Veselik, seconded by Mrs. Williams, by 5-0 vote, the following was approved.

PRESENTATIONS/RECOGNITIONS

Dr. Robinson shared that due to the inclement weather, the recognitions for attendance would be held in March. For the month of January, the winners are Chilhowie Elementary School, Chilhowie Middle School, and Chilhowie High School. Northwood Middle School won the Most Improved Attendance award for the month of January.

Chairman Jesse Choate acknowledged that the third week in February is “VSBA School Board Clerk Appreciation Week”. He presented a Certificate of Appreciation to Darlene Doyle for her dedication and hard work for public education through continued service to students.

Dr. Robinson acknowledged that February is “VSBA School Board Appreciation Month.” On behalf of the Virginia Schools Boards Association, Certificates of Recognition were presented to each board member in appreciation of their dedication and service to excellence in education on behalf of the students of the Commonwealth of Virginia.

Dr. Robinson shared that Becky Pierce, Math Teacher at Chilhowie Middle School, won the Virginia Council of Teachers of Mathematics Award.

Chairman Jesse Choate welcomed the Boy Scout present at the meeting that is working on his Merit Badge.

PUBLIC COMMENT

Jeff Smarr, Assistant Principal of Chilhowie High School, expressed his desire to have a Retirement Incentive Plan for fiscal year 2017.

SUPERINTENDENT’S REPORT

Julie Bear, Director of Finance, reviewed revenue, expenditure, and cash flow figures for the month of January, fiscal year 2016.

Terry Hawthorne, Director of Technology, gave a presentation on the E-Rate funded network and bandwith upgrades being implemented in the school division.

Dr. Robinson shared information about a Regional Google Professional Development Event to be hosted by Smyth County Schools.

Dr. Robinson shared information about a new partnership with VACORP and SafeSchools to provide free CPR/First-Aid/AED training to all of their members.

Allen Asbury, Facilities Manager, provided an update on the heating system at Northwood High School.

Dr. Robinson provided an update on facilities.

DISCUSSION TOPICS

Dr. Robinson shared information about a VSBA Hot Topic Conference to be held in Charlottesville, Virginia, on Tuesday, April 26, 2016.

QUESTIONS/COMMENTS FROM BOARD MEMBERS

Mr. Buchanan expressed his concerns about the cleanliness of Northwood High School.

Chairman Jesse Choate would like for a link be added to the school board’s web page providing directions on how to access BoardDocs and school board minutes.

ACTION ITEMS–(MOTION REQUIRED)

The Board considered approving the following policy additions and/or changes (first reading):

Mike Davidson, Principal of Marion Senior High School, presented information to allow high schools to calculate grade point averages after final grades are submitted beginning in the Spring of 2016. On motion by Mrs. Williams, seconded by Mr. Veselik, by 5-0 vote, this was approved.

The Board considered approving a new school division logo. On motion by Mrs. Williams, seconded by Mr. Buchanan, by 5-0 vote, the logo was approved as presented.

The Board considered approving an initial budget request to be submitted to the Smyth County Board of Supervisors. On motion by Mrs. Williams, seconded by Mr. Veselik, by 5-0 vote, this was approved.

The Board considered approving a Retirement Incentive Plan (RIP) for fiscal year 2017. On motion by Mr. Veselik, seconded by Mr. Buchanan, by 5-0 vote, the Board would like for the Budget Committee to consider other options and bring back to a future meeting for discussion.

The Board considered approving a Pre-Labor Day start for the 2016-2017 school year. On motion by Mrs. Williams, seconded by Mr. Buchanan, by 5-0 vote, this was approved.

CLOSED SESSION ITEMS–(MOTION REQUIRED)

On motion by Mrs. Williams, seconded by Mr. Veselik, by 5-0 vote, the Board approved the following new hires as recommended by the superintendent:

Mrs. Williams made a motion to approve religious exemption from compulsory school attendance for Case # 2016-01. The motion failed due to lack of a second.

On motion by Mrs. Williams, seconded by Mr. Veselik, by 5-0 vote, the Board approved the release from compulsory school attendance for Case # 2016-01.
