Minutes of the February 14, 2011 Smyth County School Board Meeting

The Smyth County School Board met today in a regular meeting at 5:00 P.M., in the board meeting room, 121 Bagley Circle, Suite 300, Marion, Virginia.

CALL TO ORDER

Chairman Choate called the meeting to order and welcomed everyone.

The roll was called by the clerk, and the following members were present: Jesse Choate, Bill Veselik, Susan Sneed, Jerry Catron, Dick Ryan, and Jim Coulthard. Susan Williams was absent.

CLOSED SESSION

Pursuant to § 2.2-3711 of the Virginia Freedom of Information Act, on motion by Mr. Coulthard, seconded by Mr. Catron, by 6-0 vote, a closed meeting was declared for the purpose of discussing the following: personnel issues as authorized by § 2.2-3711(A)(1) of the Code of Virginia, student disciplinary matters as authorized by § 22.1-254(B)(1) of the Code of Virginia, and the discussion of the acquisition of real property for a public purpose as authorized by § 2.2-3711(A)(3) of the Code of Virginia.

On motion by Mr. Catron, seconded by Ms. Sneed, by 6-0 vote, closed session ended.

CERTIFICATION OF CLOSED MEETING

WHEREAS, the Smyth County School Board has convened a closed meeting on this date pursuant to an affirmative-recorded vote in accordance with the provision of the Virginia Freedom of Information Act; and

WHEREAS, § 2.2-3712(D) of the Code of Virginia requires a certification by this school board that such closed meeting was conducted in conformity with Virginia Law:

NOW THEREFORE, BE IT RESOLVED, that the Smyth County School Board, by roll call, hereby certifies that, to the best of each member's knowledge (i) only public business matters lawfully exempted from open meeting requirements by Virginia Law were discussed and (ii) only such public business as were identified in the motion by which the closed meeting was convened were heard, discussed, or considered.

VOTE: Ayes: 6, Nays: 0.

Mr. Choate asked for a moment of silence in memory of Kristopher "Jordan" Woods.

CONSENT AGENDA

On motion by Mr. Catron, seconded by Mr. Coulthard, by 6-0 vote, the following was approved.

PRESENTATIONS/RECOGNITIONS

Chilhowie Elementary School had the highest attendance percentage in the elementary category for the month of January. Dennis Carter, Principal of Chilhowie Elementary School, introduced Claudia Crewey, a fifth grader, for having good attendance. The school received a certificate and the flag to display at the school.

Chilhowie Middle School had the highest attendance percentage in the middle school category for the month of January. Mike Davidson, Principal of Chilhowie Middle School, introduced Hanna Filipek, a seventh grader, for having perfect attendance and being selected as a DAR essay winner for Smyth County. The school received a certificate and the flag to display at the school.

Chilhowie High School had the highest attendance percentage in the high school category for the month of January. Sam Blevins, Assistant Principal of Chilhowie High School, introduced Nina Rizzo, art teacher at Chilhowie High School. She introduced art students and told about some of their accomplishments. The school received a certificate and the flag to display at the school.

Sugar Grove Combined School had the most improved attendance percentage for the month of January. Gary Roberts, Principal of Sugar Grove Combined School, introduced Landon Gwinn, a fifth grader, and Andrew Gwinn, a sixth grader, for having excellent attendance. The school received a certificate and the flag to display at the school.

Mr. Choate acknowledged that the third week in February is "VSBA School Board Clerk Appreciation Week." Mr. Choate presented a Certificate of Recognition to Ms. Doyle for her dedicated work in public education and continuing service to the students of Smyth County Schools.

Dr. Robinson acknowledged that February is "Virginia School Board Appreciation Month." On behalf of the Virginia School Boards Association, Certificates of Appreciation were presented to each board member for their commitment and service to the children of the Commonwealth as a school board member.

Dr. Robinson shared information regarding a letter from the Virginia State Police thanking Chilhowie Elementary School for their support and the displaying of information on their new sign located in front of the school.

PUBLIC COMMENT

Donald Medley, Pastor of Brookside Baptist Church, Sugar Grove, Virginia, asked the Board to consider the placement of the Ten Commandments in each school.

Linda Kelly, a Family and Consumer Sciences teacher at Marion Senior High School, shared about her students' school based business called "The Bakers Oven." She gave each board member a cookie that her students had baked.

SUPERINTENDENT'S REPORT

Dr. Cassell reviewed revenue, expenditure, and cash flow figures for the month of January 2011, fiscal year 2011.

Dr. Robinson reported on the budget committee's meeting held at 4:00 P.M.

QUESTIONS/COMMENTS FROM BOARD MEMBERS

None of the board members had any questions or comments.

ACTION ITEMS–(MOTION REQUIRED)

The Board considered the following policies for approval (second reading):

On motion by Mr. Catron, seconded by Mr. Coulthard, by 6-0 vote, the policies were approved.

The Board considered policy additions and/or changes for the following (first reading):

The Board considered approving Rosenthal Insurance Consulting to be hired as our insurance consultant. On motion by Mr. Coulthard, seconded by Ms. Sneed, by 6-0 vote, this was approved.

The Board considered holding the April 11, 2011 school board meeting at Saltville Elementary School and the October 10, 2011 school board meeting at Chilhowie Elementary School. On motion by Mr. Catron, seconded by Mr. Veselik, by 6-0 vote, this was approved.

On motion by Mr. Veselik, seconded by Ms. Sneed, by 6-0 vote, the Board approved holding a called school board meeting for Wednesday, February 23, 2011 at 5:00 P.M.

The Board considered approving high school graduation dates and times for the 2010-2011 school year. On motion by Ms. Sneed, seconded by Mr. Veselik, by 6-0 vote, the graduation dates and times were approved as follows:

Northwood High SchoolThursday, June 9, 2011 at 7:00 P.M.
Chilhowie High SchoolFriday, June 10, 2011 at 6:00 P.M.
Marion Senior High SchoolSaturday, June 11, 2011 at 10:00 A.M.

CLOSED SESSION ITEMS–(MOTION REQUIRED)

On motion by Ms. Sneed, seconded by Mr. Coulthard, by 6-0 vote, the Board accepted the retirement of Sandy Buchanan as teacher at Rich Valley Elementary School.

On motion by Ms. Sneed, seconded by Mr. Coulthard, by 6-0 vote, the Board accepted the following resignations:

On motion by Ms. Sneed, seconded by Mr. Coulthard, by 6-0 vote, the Board transferred Patty Romans from part-time food service worker at Chilhowie Elementary School to part-time food service worker at Atkins Elementary School.

On motion by Ms. Sneed, seconded by Mr. Coulthard, by 6-0 vote, the Board accepted the resignation of Michael C. Briscoe as head varsity football coach at Marion Senior High School.

On motion by Ms. Sneed, seconded by Mr. Coulthard, by 6-0 vote, the Board hired Kasey Adams as assistant varsity track coach at Chilhowie High School.

On motion by Ms. Sneed, seconded by Mr. Coulthard, by 6-0 vote, the Board upheld the principal and the superintendent's recommendation for expulsion for 365 days for Student Discipline Case #2011-01.
