Minutes of the February 27, 2012 Smyth County School Board Meeting

The Smyth County School Board met today in a called meeting at 5:00 P.M., in the board meeting room, 121 Bagley Circle, Suite 300, Marion, Virginia.

CALL TO ORDER

Chairman Choate called the meeting to order and welcomed everyone.

The roll was called by the clerk, and all members were present.

CONSENT AGENDA

On motion by Mr. Catron, seconded by Mrs. Williams, by 7-0 vote, the agenda was approved as presented.

PUBLIC COMMENT

Suzanne Goins, Regional Director, Virginia Professional Educators, provided information about this professional association.

SUPERINTENDENT'S REPORT

Dr. Robinson shared information about the House and Senate Proposed Budget Amendments for fiscal year 2013.

Dr. Robinson reviewed change orders for Marion Primary School and the new elementary school.

QUESTIONS/COMMENTS FROM BOARD MEMBERS

Mr. Buchanan requested an update on the site preparation for the new elementary school.

Mr. Ryan asked Dr. Robinson to arrange a time for the School Board to visit the new elementary school site and the Marion Primary renovation.

CLOSED SESSION

Pursuant to § 2.2-3711 of the Virginia Freedom of Information Act, on motion by Ms. Sneed, seconded by Mr. Buchanan, by 7-0 vote, a closed meeting was declared for the purpose of discussing the following: personnel issues as authorized by § 2.2-3711(A)(1) of the Code of Virginia, student disciplinary matters as authorized by § 2.2-3711(A)(2) of the Code of Virginia, consultation with legal counsel and briefings by staff members or consultants pertaining to actual or probable litigation, where such consultation or briefing in open meeting would adversely affect the negotiation or litigating posture of the public body as authorized by § 2.2-3711(A)(7) of the Code of Virginia, and the discussion or consideration of the investment of public funds where competition or bargaining is involved where, if made public initially, the financial interest of the governmental unit would be adversely affected as authorized by § 2.2-3711(A)(6) of the Code of Virginia.

On motion by Mr. Veselik, seconded by Ms. Sneed, by 7-0 vote, closed session ended.

CERTIFICATION OF CLOSED MEETING

WHEREAS, the Smyth County School Board has convened a closed meeting on this date pursuant to an affirmative-recorded vote in accordance with the provision of the Virginia Freedom of Information Act; and

WHEREAS, § 2.2-3712(D) of the Code of Virginia requires a certification by this school board that such closed meeting was conducted in conformity with Virginia Law:

NOW THEREFORE, BE IT RESOLVED, that the Smyth County School Board, by roll call, hereby certifies that, to the best of each member's knowledge (i) only public business matters lawfully exempted from open meeting requirements by Virginia Law were discussed and (ii) only such public business as were identified in the motion by which the closed meeting was convened were heard, discussed, or considered.

VOTE: Ayes: 7, Nays: 0.

ACTION ITEMS–(MOTION REQUIRED)

The Board considered scheduling an Insurance Committee meeting and a Budget Committee meeting. On motion by Ms. Sneed, seconded by Mr. Catron, by 7-0 vote, the Insurance Committee will meet on Wednesday, March 7, 2012 at 4:00 P.M. and the Budget Committee will meet on the same day at 4:30 P.M.

CLOSED SESSION ITEMS–(MOTION REQUIRED)

On motion by Mr. Ryan, seconded by Ms. Sneed, by 7-0 vote, the Board approved proceeding with moving the emergency egress road at the new elementary school to the front of the properties and running parallel with Interstate 81 (Alternative 1).

On motion by Ms. Sneed, seconded by Mr. Catron, by 7-0 vote, the Board accepted the following retirements:

On motion by Ms. Sneed, seconded by Mr. Catron, by 7-0 vote, the Board accepted the resignation of Holly Minton as teacher at Northwood High School.

On motion by Ms. Sneed, seconded by Mr. Catron, by 7-0 vote, the Board accepted the resignation of David Cheromei as assistant track coach at Marion Senior High School.

On motion by Ms. Sneed, seconded by Mr. Catron, by 7-0 vote, the Board hired Sean Buchanan as assistant baseball coach at Northwood High School.

On motion by Ms. Sneed, seconded by Mr. Catron, by 7-0 vote, the Board approved the Waiver of Verified Credit for Case #2012-01.
