The Smyth County School Board met today with all members present. Mr. Campbell presided as chairman. This was a special, called meeting to appoint a candidate to fill the Park District school board position vacancy created by the resignation of Dr. Hopkins on December 31, 2002. This appointment will be for one year.
On motion of Mr. Choate, seconded by Mrs. Hall, the agenda was approved after adding 7.b. Discuss the swim team at Marion Senior High School.
Mr. Campbell introduced the three candidates and gave each of them an opportunity to speak, answer, and ask questions. Kimberly R. Clark, Glenn G. Wilson, Jr., and Dr. Gayle A. Lewis spoke to the board.
Mack Blevins made a few comments in support of Mr. Wilson.
Mr. Sullivan and Mr. Campbell thanked each candidate for their interest.
Pursuant to §2.1-344(A) of the Virginia Freedom in Information Act, on motion of Mrs. Hall, seconded by Mr. Doane, the board voted to convene a closed meeting for the purpose of discussing the following specific matter: appointing a school board member as authorized by §2.1-344(A)(1) of the Code of Virginia.
On motion of Mr. Grinstead, seconded by Mr. Choate, the board returned to the open meeting.
WHEREAS, the Smyth County School Board has convened a closed meeting on this date pursuant to an affirmative recorded vote in accordance with the provision of the Virginia Freedom of Information Act:
WHEREAS, §2.1-344(D) of the Code of Virginia requires a certification by this school board that such closed meeting was conducted in conformity with Virginia law;
NOW THEREFORE, BE IT RESOLVED that the Smyth County School Board, by roll call, hereby certifies that, to the best of each member's knowledge (i) only public business matters lawfully exempted from open meeting requirements by Virginia law were discussed and (ii) only such public business as were identified in the motion by which the closed meeting was convened were heard, discussed or considered.

Mr. Choate and Mr. Grinstead thanked all the candidates.
On motion of Mr. Grinstead, seconded by Mr. Choate, the board voted unanimously to appoint Dr. Gayle A. Lewis to fill the vacancy for the Park District. Dr. Lewis will be seated at the regular January 13, 2003, meeting. Dr. Lewis's term will be up for election in November, 2003.
The board discussed some possible dates for a school board member-training meeting in Charlottesville. Mr. Sullivan will check some dates, and this will be discussed again at the next meeting.
On motion of Mr. Choate, seconded by Mr. Grinstead, the board approved the Marion Senior High School Swim Team for 2002-2003.
On motion of Mr. Catron, seconded by Mr. Doane, the meeting was adjourned.
