January 14, 2013 Smyth County School Board Meeting

The Smyth County School Board met today in a regular meeting at 5:00 P.M., in the board meeting room, 121 Bagley Circle, Suite 300, Marion, Virginia.

CALL TO ORDER

Vice Chairman Catron called the meeting to order and welcomed everyone.

The roll was called by the clerk, and the following members were present: Bill Veselik, Susan Williams, Susan Sneed, Dick Ryan, Jerry Catron, and Mac Buchanan. Jesse Choate was absent.

ORGANIZE THE SCHOOL BOARD FOR 2013

Dr. Robinson presided for the election of a chairperson. On motion by Ms. Sneed, seconded by Mr. Veselik, by 6-0 vote, the Board elected Jesse Choate as the chairman for the 2013 calendar year.

Dr. Robinson presided for the election of a vice-chairperson. On motion by Mr. Ryan, seconded by Ms. Sneed, by 6-0 vote, the Board elected Jerry Catron as the vice-chairman for the 2013 calendar year.

On motion by Mr. Veselik, seconded by Mr. Buchanan, by 6-0 vote, the Board reappointed Darlene Doyle as the clerk of the school board for the 2013 calendar year.

On motion by Ms. Sneed, seconded by Mrs. Williams, by 6-0 vote, the Board set the meeting time of the school board meetings for the second Monday of each month at 5:00 P.M., at the Smyth County School Board Office. The Board will continue to meet twice a year in other areas of the county on a rotation basis with one meeting scheduled on Monday, April 8, 2013 at Chilhowie Middle School and one meeting scheduled on Monday, October 14, 2013 at Northwood High School.

The Board reviewed School Board Committee Assignments for 2013. On motion by Ms. Sneed, seconded by Mr. Veselik, by 6-0 vote, the Board approved the list as amended to add Ms. Sneed as the board representative to serve on the Smyth County Education Foundation.

On motion by Mrs. Williams, seconded by Mr. Buchanan, by 6-0 vote, the Board approved the payment of salaries on the last banking day of each month except for the month of December. For December, payment will be made on the last school day scheduled prior to the holiday break.

The Board considered the use of the following attorneys/law firms for legal counsel for the Board: VSBA Legal Services, Reed Smith, and The Education Law Group of Timberlake, Smith, Thomas, and Moses, PC. On motion by Mrs. Williams, seconded by Mr. Buchanan, by 6-0 vote, the firms were approved.

CLOSED SESSION

Pursuant to § 2.2-3711 of the Virginia Freedom of Information Act, on motion by Ms. Sneed, seconded by Mr. Veselik, by 6-0 vote, a closed meeting was declared for the purpose of discussing the following: personnel issues as authorized by § 2.2-3711(A)(1) of the Code of Virginia, student disciplinary matters as authorized by § 2.2-3711(A)(2) of the Code of Virginia, and consultation with legal counsel and briefings by staff members or consultants pertaining to actual or probable litigation, where such consultation or briefing in open meeting would adversely affect the negotiation or litigating posture of the public body as authorized by § 2.2-3711(A)(7) of the Code of Virginia.

On motion by Ms. Sneed, seconded by Mrs. Williams, by 6-0 vote, closed session ended.

CERTIFICATION OF CLOSED MEETING

WHEREAS, the Smyth County School Board has convened a closed meeting on this date pursuant to an affirmative-recorded vote in accordance with the provision of the Virginia Freedom of Information Act; and

WHEREAS, § 2.2-3712(D) of the Code of Virginia requires a certification by this school board that such closed meeting was conducted in conformity with Virginia Law:

NOW THEREFORE, BE IT RESOLVED, that the Smyth County School Board, by roll call, hereby certifies that, to the best of each member's knowledge (i) only public business matters lawfully exempted from open meeting requirements by Virginia Law were discussed and (ii) only such public business as were identified in the motion by which the closed meeting was convened were heard, discussed, or considered.

VOTE: Ayes: 6, Nays: 0.

CONSENT AGENDA

On motion by Ms. Sneed, seconded by Mr. Veselik, by 6-0 vote, the following was approved.

PRESENTATIONS/RECOGNITIONS

Sugar Grove Combined School had the highest attendance percentage in the elementary school category for the month of December. Brad Haga, Principal of Sugar Grove Combined School, introduced Cierra Orr, a third grader, and Lindsey Orr, a sixth grader, for having perfect attendance. The school received a certificate and the flag to display at the school.

Northwood Middle School had the highest attendance percentage in the middle school category for the month of December. Tim Duncan, Principal of Northwood Middle School, introduced Caitlin Boardwine, a sixth grader, and Olivia Gates, a sixth grader, for having perfect attendance. The school received a certificate and the flag to display at the school.

Chilhowie High School had the highest attendance percentage in the high school category for the month of December. Jeff Smarr, Assistant Principal of Chilhowie High School, introduced Josh Dolinger, a twelfth grader, for having perfect attendance and for his academic accomplishments. The school received a certificate and will be retaining the flag from last month.

Marion Senior High School had the most improved attendance percentage for the month of December. Mike Davidson, Principal of Marion Senior High School, introduced Cassie Fleshman, a twelfth grader, for being one of the first students who have earned the right to participate in the school's new attendance incentive program. The school received a certificate and the flag to display at the school.

Tim Duncan, Principal of Northwood Middle School, introduced Spencer Carter, a sixth grader, and Zack DeBusk, a sixth grader, for being selected as good citizens for the month of December at Northwood Middle School.

Dr. Robinson shared that Lynn White, teacher at Marion Senior High School, and Ronnie Thompson, teacher at Marion Middle School, had been chosen as the VFW Post Teachers of the Year.

PUBLIC INPUT ON REDISTRICTING ATTENDANCE BOUNDARIES FOR MARION ELEMENTARY AND OAK POINT ELEMENTARY SCHOOLS

Dr. Cassell provided a brief overview regarding Option A and Option B attendance boundaries.

Frankie Doane, Patty Turilli, and Stan Bystrek spoke or asked a question about the attendance boundaries.

The public input was closed.

SUPERINTENDENT'S REPORT

Dr. Cassell reviewed revenue, expenditure, and cash flow figures for the month of December 2012, fiscal year 2013.

Dr. Robinson shared information regarding steps being taken to ensure school safety.

Dr. Robinson provided an update on the budget committee's meeting held on Wednesday, January 9, 2013.

Dr. Cassell provided an update on facilities.

Allen Asbury, Project Manager, provided an update on the renovation project at Marion Elementary School and the construction of Oak Point Elementary School.

QUESTIONS/COMMENTS FROM BOARD MEMBERS

Mr. Buchanan commended Dr. Cassell and Dr. Robinson for all their hard work in providing information for redistricting attendance boundaries for Marion Elementary and Oak Point Elementary Schools.

Mr. Buchanan requested that the School Safety Committee hold a meeting.

Mr. Buchanan commented on a request he had made to VDOT regarding clearing some brush in the area in front of the new elementary school prior to the school's opening.

The Board considered the following policy additions and/or changes (first reading):

The Board considered approving the VSBA Bullying Prevention Month Proclamation. On motion by Mr. Veselik, seconded by Mrs. Williams, by 6-0 vote, the proclamation was approved.

The Board considered changing two part-time food service positions to one full-time position at Chilhowie High School/Chilhowie Middle School cafeteria. On motion by Mr. Ryan, seconded by Mrs. Williams, by 6-0 vote, this was approved.

CLOSED SESSION ITEMS–(MOTION REQUIRED)

On motion by Ms. Sneed, seconded by Mr. Veselik, by 6-0 vote, the Board approved the following resignations:

On motion by Ms. Sneed, seconded by Mr. Ryan, by 6-0 vote, the Board hired the following as recommended by the superintendent:

On motion by Ms. Sneed, seconded by Mrs. Williams, by 6-0 vote, the Board accepted the resignation of Matthew Harris as assistant girls' softball coach at Marion Senior High School.

On motion by Ms. Sneed, seconded by Mr. Ryan, by 6-0 vote, the Board hired Ron Reedy as assistant boys' soccer coach at Marion Senior High School.

On motion by Ms. Sneed, seconded by Mr. Ryan, by 6-0 vote, the Board approved the superintendent's recommendation for student discipline Case # 2013-01.
