Minutes of the January 24, 2011 Smyth County School Board Meeting

The Smyth County School Board met today in a called meeting at 5:00 P.M., in the board meeting room, 121 Bagley Circle, Suite 300, Marion, Virginia.

CALL TO ORDER

Chairman Choate called the meeting to order and welcomed everyone.

The roll was called by the clerk, and members were present.

CLOSED SESSION

Pursuant to § 2.2-3711 of the Virginia Freedom of Information Act, on motion by Mr. Catron, seconded by Mr. Coulthard, by 7-0 vote, a closed meeting was declared for the purpose of discussing the following: personnel issues as authorized by § 2.2-3711(A)(1) of the Code of Virginia, and the discussion of the acquisition of real property for a public purpose as authorized by § 2.2-3711(A)(3) of the Code of Virginia.

On motion by Mr. Catron, seconded by Mr. Coulthard, by 7-0 vote, closed session ended.

CERTIFICATION OF CLOSED MEETING

WHEREAS, the Smyth County School Board has convened a closed meeting on this date pursuant to an affirmative-recorded vote in accordance with the provision of the Virginia Freedom of Information Act; and

WHEREAS, § 2.2-3712(D) of the Code of Virginia requires a certification by this school board that such closed meeting was conducted in conformity with Virginia Law:

NOW THEREFORE, BE IT RESOLVED, that the Smyth County School Board, by roll call, hereby certifies that, to the best of each member's knowledge (i) only public business matters lawfully exempted from open meeting requirements by Virginia Law were discussed and (ii) only such public business as were identified in the motion by which the closed meeting was convened were heard, discussed, or considered.

VOTE: Ayes: 7, Nays: 0.

CONSENT AGENDA

On motion by Mr. Catron, seconded by Mrs. Williams, by 7-0 vote, the agenda was approved as presented.

PUBLIC HEARING—6:00 P.M.

Chairman Choate opened the Public Hearing to receive input on the 2011-2012 school board budget.

No public signed up to speak at the hearing.

On motion by Mr. Catron, seconded by Mr. Coulthard, by 7-0 vote, the Public Hearing was closed.

PRESENTATIONS/RECOGNITIONS

Rich Valley Elementary School had the highest attendance percentage in the elementary category for the months of November and December. Tammy Johnson, Principal of Rich Valley Elementary School, introduced Ethan Surber, a kindergarten student. He has had perfect attendance for the first part of this year. The school received two certificates and will be retaining the flag from October.

Marion Middle School had the highest attendance percentage in the middle school category for the month of November. Brandon Ratliff, Principal of Marion Middle School, introduced Katelyn Richardson, a seventh grader, and he told about some of her accomplishments. The school received a certificate.

Northwood High School had the highest attendance percentage in the high school category for the month of November. Stan Dunham, Principal of Northwood High School, introduced two members of Northwood High School's SCA, Zac Comer, a twelfth grader, and Katie Bordwine, an eleventh grader. The school received a certificate.

Chilhowie Middle School had the highest attendance percentage in the middle school category for the month of December. Mike Davidson, Principal of Chilhowie Middle School, introduced Jody Murphy, Drama Club Sponsor at Chilhowie Middle School. She introduced Rachel Hurley, Hanna Richards, and Cody Cruey, sixth graders and cast members of A Wizard of Oz Christmas. This was a play held at the school. The school received a certificate and will be sharing the flag with Marion Middle School.

Chilhowie High School had the highest attendance percentage in the high school category for the month of December. Mike Sturgill, Principal of Chilhowie High School, introduced members of the band, and he told about some of their accomplishments. Students present were Jessee Lykins, a twelfth grader, Ryan Blevins, a twelfth grader, and Jeb Sturgill, an eleventh grader. The school received a certificate and will be sharing the flag with Northwood High School.

Chilhowie Elementary School had the most improved attendance percentage for the month of December. Sanders Henderson, Assistant Principal of Chilhowie Elementary School, introduced Caitlin Sawyers, a fifth grader. She has not missed a day this year. They received a certificate and the flag to display at the school.

Dr. Robinson presented Mr. Choate with a VSBA Award of Achievement certificate.

Zac Comer, President of Northwood High School's SCA, and Katie Bordwine, Vice President of Northwood High School's SCA, shared some activities and accomplishments of Northwood High School's SCA. They presented each board member with a pen.

SUPERINTENDENT'S REPORT

Dr. Robinson reported on the budget committee meeting held at 4:00 P.M.

Dr. Cassell reviewed the fiscal year 2010 Smyth County Audit report as done by Brown, Edwards, and Company.

Mike Sturgill, Principal of Chilhowie High School, reported on that school's annual School Improvement Plan.

Danny Newman, Principal of Marion Senior High School, reported on that school's annual School Improvement Plan.

Stan Dunham, Principal of Northwood High School, reported on that school's annual School Improvement Plan.

Sam McKinney, Principal of Smyth Career & Technology Center, reported on that school's annual School Improvement Plan.

Dr. Robinson reviewed Continuing Education and Dropout Statistical Information from 1966-2010.

DISCUSSION TOPICS

Dr. Robinson shared information about the upcoming 2011 VSBA Southwest Regional Forum to be held at Grayson Highlands School, Troutdale, Virginia, on April 14, 2011.

None of the board members had any questions or comments.

ACTION ITEMS–(MOTION REQUIRED)

The Board considered policy additions and/or changes for the following (first reading):

The Board considered deleting the following policies from the Old Policy Manual:

On motion by Mr. Catron, seconded by Mr. Coulthard, by 7-0 vote, the policies were deleted.

The Board considered adopting middle and high school social studies textbooks. On motion by Mr. Coulthard, seconded by Mrs. Williams, by 7-0 vote, the textbook selections were approved.

The Board considered approving the use of the end of the first semester workday as a weather make-up day. On motion by Mr. Catron, seconded by Ms. Sneed, by 7-0 vote, this was approved.

CLOSED SESSION ITEMS–(MOTION REQUIRED)

On motion by Ms. Sneed, seconded by Mr. Coulthard, by 7-0 vote, the Board transferred Dennis Carter from Principal of Chilhowie Elementary School to the Director of Curriculum and Instruction at the School Board Office.

On motion by Ms. Sneed, seconded by Mr. Coulthard, by 7-0 vote, the Board hired Sherry Mitchell as full-time food service worker at Atkins Elementary School.

On motion by Ms. Sneed, seconded by Mr. Coulthard, by 7-0 vote, the Board accepted the resignation of Ellen Wagner as assistant track coach at Chilhowie High School.

On motion by Ms. Sneed, seconded by Mr. Coulthard, by 7-0 vote, the Board hired the following in coaching positions:
