July 10, 2017 Smyth County School Board Meeting

The Smyth County School Board met today in a regular meeting at 5:00 p.m., in the board meeting room, 121 Bagley Circle, Suite 300, Marion, Virginia.

CALL TO ORDER

Chairman Jesse Choate called the meeting to order and welcomed everyone.

The roll was called by the Clerk, and the following members were present: Mac Buchanan, Wayne Carter, Jesse Choate, Paul Grinstead, Susan Williams, and Bill Veselik. Todd Williams arrived during closed session.

CLOSED SESSION

Pursuant to § 2.2-3711 of the Virginia Freedom of Information Act, on motion by Mr. Veselik, seconded by Mrs. Williams, by 6-0 vote, a closed meeting was declared for the purpose of discussing the following: Personnel–Retirements, resignations, transfers, hired, and other personnel discussions, as authorized by § 2.2-3711(A)(1) of the Code of Virginia and discussion or consideration of admission or disciplinary matters or any other matters that would involve the disclosure of information contained in a scholastic record concerning any student, as authorized by § 2.2-3711(A)(2) of the Code of Virginia.

On motion by Mr. Veselik, seconded by Dr. Grinstead, by 7-0 vote, closed session ended.

CERTIFICATION OF CLOSED MEETING

WHEREAS, the Smyth County School Board has convened a closed meeting on this date pursuant to an affirmative-recorded vote in accordance with the provision of the Virginia Freedom of Information Act; and

WHEREAS, 2.2-3712(D) of the Code of Virginia requires a certification by this school board that such closed meeting was conducted in conformity with Virginia Law:

NOW THEREFORE, BE IT RESOLVED, that the Smyth County School Board, by roll call, hereby certifies that, to the best of each member’s knowledge (i) only public business matters lawfully exempted from open meeting requirements by Virginia Law were discussed and (ii) only such public business as were identified in the motion by which the closed meeting was convened were heard, discussed, or considered.

VOTE: Ayes: 7, Nays: 0.

CONSENT AGENDA

On motion by Mr. Veselik, seconded by Mr. Buchanan, by 7-0 vote, the following items were approved.

PRESENTATIONS/RECOGNITIONS

Dr. Carter announced that Chilhowie High School, Marion Senior High School, and Northwood High School were recipients of the 2016-17 Claudia Dodson VHSL Sportsmanship, Ethics, and Integrity Award.

Dr. Carter also presented Linda Burchette, reporter for the Smyth County News & Messenger, with a certificate for the 2017 VSBA Media Honor Roll for her responsible and exemplary reporting on Smyth County Public Schools.

SUPERINTENDENT’S REPORT

Julie Bear, Director of Finance, reviewed revenue, expenditure, and cash flow figures for the month of June 2017.

Dr. Carter provided an update on facilities.

The Board considered approving the following policy (third reading):

The Board considered approving the following policy revisions (third reading revision):

On motion by Mrs. Veselik, seconded by Mrs. Williams, by 7-0 vote, the policy revisions were approved.

The Board considered approving a resolution appointing the Superintendent (Agent) and Assistant Superintendent (Deputy Agent) Pursuant to Virginia Code Section 22.1-122(B). On motion by Dr. Grinstead, seconded by Mr. Veselik, by 7-0 vote, the resolution was approved.

The Board considered approving the VPSA Reimbursement Resolution for 2017-2018. On motion by Mrs. Williams, seconded by Mr. Buchanan, by 7-0 vote, the resolution was approved.

The Board considered approving the 2017-2018 School Crisis Plans. On motion by Dr. Grinstead, seconded by Mrs. Williams, by 7-0 vote, the Board approved the 2017-2018 Crisis Plans for Atkins Elementary School, Chilhowie Elementary School, Chilhowie High School, Chilhowie Middle School, Marion Elementary School, Marion Middle School, Marion Senior High School, Northwood High School, Northwood Middle School, Oak Point Elementary School, Rich Valley Elementary School, Saltville Elementary School, Smyth Career & Technology Center, and Sugar Grove Elementary School.

The Board considered approving bid recommendations for Chromebooks, Chromeboxes, Video Adapters, and Google Management licenses. On motion by Mr. Veselik, seconded by Mrs. Williams, by 7-0 vote, the Board approved the bids of $161.00 per from CDW-G for 410 Hewlett Packard Chromebooks, $10.00 per from CDW-G for 410 Belkin protective Chromebook sleeves, $167.83 per from Zones for 690 Chromeboxes, $23.00 per from Zones for 690 DisplayPort to DVI video adaptors, and $23.50 per from Zones for 1,100 Google Management Licenses.

The Board considered approving the 2017-2018 Title II-A Grant Application. On motion by Mrs. Williams, seconded by Mr. Veselik, by 7-0 vote, the application was approved.

The Board considered requesting the use of carry forward funds for identified capital improvement projects. On motion by Dr. Grinstead, seconded by Mrs. Williams, by 7-0 vote, the request was approved.

The Board considered scheduling a called School Board meeting on Thursday, July 27, 2017 at 5:00 p.m. On motion by Mr. Veselik, seconded by Dr. Grinstead, by 7-0 vote, the meeting was scheduled.

On motion by Mrs. Williams, seconded by Mr. Veselik, by 7-0 vote, the Board approved religious exemption from compulsory school attendance on Case# 2017-2018-01.
