July 14, 2014 Smyth County School Board Meeting

The Smyth County School Board met today in a regular meeting at 5:00 P.M., in the board meeting room, 121 Bagley Circle, Suite 300, Marion, Virginia.

CALL TO ORDER

Chairman Choate called the meeting to order and welcomed everyone.

The roll was called by the clerk, and the following members were present: Jesse Choate, Bill Veselik, Susan Williams, Stephen Marion, and Mac Buchanan. Paul Grinstead and Wayne Carter were absent.

CLOSED SESSION

Pursuant to § 2.2-3711 of the Virginia Freedom of Information Act, on motion by Mr. Veselik, seconded by Mrs. Williams, by 5-0 vote, a closed meeting was declared for the purpose of discussing the following: personnel issues as authorized by § 2.2-3711(A)(1) of the Code of Virginia.

On motion by Mr. Veselik, seconded by Mr. Buchanan, by 5-0 vote, closed session ended.

CERTIFICATION OF CLOSED MEETING

WHEREAS, the Smyth County School Board has convened a closed meeting on this date pursuant to an affirmative-recorded vote in accordance with the provision of the Virginia Freedom of Information Act; and

WHEREAS, § 2.2-3712(D) of the Code of Virginia requires a certification by this school board that such closed meeting was conducted in conformity with Virginia Law:

NOW THEREFORE, BE IT RESOLVED, that the Smyth County School Board, by roll call, hereby certifies that, to the best of each member’s knowledge (i) only public business matters lawfully exempted from open meeting requirements by Virginia Law were discussed and (ii) only such public business as were identified in the motion by which the closed meeting was convened were heard, discussed, or considered.

VOTE: Ayes: 5, Nays: 0.

CONSENT AGENDA

On motion by Mr. Veselik, seconded by Mrs. Williams, by 5-0 vote, the following was approved.

PRESENTATIONS/RECOGNITIONS

Dr. Robinson shared that Chilhowie High School and Marion Senior High School won the Virginia High School League Claudia Dodson Wells Fargo Sportsmanship, Ethics and Integrity Award.

SUPERINTENDENT’S REPORT

Dr. Robinson reviewed revenue, expenditure, and cash flow figures for the month of June 2014, fiscal year 2014.

Dr. Robinson shared information about Mt. Rogers Community Services Board providing mental health counseling for students at the middle schools and the high schools in Smyth County.

Dr. Robinson provided an update on facilities.

Dr. Robinson provided an update on the renovation project of Marion Elementary School and the construction of Oak Point Elementary School.

DISCUSSION TOPICS

Dr. Robinson shared information about the VSBA Legislative Advocacy Conference to be held September 11, 2014 in Charlottesville, Virginia.

Chairman Choate asked about the process to rename Sugar Grove Combined School.

The Board considered the following policy for approval (second reading):

On motion by Mrs. Williams, seconded by Mr. Veselik, by 5-0 vote, the policy was approved.

The Board considered the following policy additions and/or changes (first reading):

The Board considered approving a job description for assistant principal (first reading). On motion by Mr. Veselik, seconded by Mrs. Williams, by 5-0 vote, this was approved.

The Board considered adding an instructional aide position to support a new self-contained classroom at Oak Point Elementary School. On motion by Mrs. Williams, seconded by Mr. Marion, by 5-0 vote, this was approved.

The Board considered approving the 2014-2015 School Crisis Plans for Atkins Elementary, Chilhowie Elementary, Chilhowie Middle, Chilhowie High, Marion Elementary, Marion Middle, Marion Senior High School, Northwood High, Northwood Middle, Oak Point Elementary, Rich Valley Elementary, Saltville Elementary, Smyth Career & Technology Center, and Sugar Grove Combined. On motion by Mr. Veselik, seconded by Mr. Marion, by 5-0 vote, these were approved.

The Board considered approving the VPSA Technology Note Reimbursement Resolution for 2014-2015 in the amount of $420,000.00. On motion by Mr. Veselik, seconded by Mrs. Williams, by 5-0 vote, the resolution was approved.

The Board considered adding the following books to the middle and high school reading list:

On motion by Mrs. Williams, seconded by Mr. Marion, by 5-0 vote, this was approved.

Dr. Robinson shared information regarding participation in a USDA Demonstration Grant application that was being proposed by the Virginia Department of Education to provide meals to Atkins Elementary School students. On motion by Mrs. Williams, seconded by Mr. Buchanan, by 5-0 vote, this was approved.

The Board considered approving a bid for bus filter replacements. On motion by Mr. Veselik, seconded by Mrs. Williams, by 5-0 vote, the Board approved bids from different companies for filters as listed.

The Board considered a School Safety Committee meeting on Thursday, July 31, 2014 at 4:00 P.M. On motion by Mrs. Williams, seconded by Mr. Marion, by 5-0 vote, this was approved.

The Board considered a Long Range Planning Committee meeting on Monday, July 21, 2014 at 5:00 P.M., and an Insurance Committee meeting on Monday, July 21, 2014 at 4:00 P.M. On motion by Mrs. Williams, seconded by Mr. Veselik, by 5-0 vote, the date and times were approved.

The Board considered a called school board meeting on Thursday, July 31, 2014 at 5:00 P.M. On motion by Mr. Veselik, seconded by Mrs. Williams, by 5-0 vote, this was approved.
