June 8, 2015 Smyth County School Board Meeting

The Smyth County School Board met today in a regular meeting at 5:00 P.M., in the board meeting room, 121 Bagley Circle, Suite 300, Marion, Virginia.

CALL TO ORDER

Chairman Choate called the meeting to order and welcomed everyone.

The roll was called by the clerk, and the following members were present: Jesse Choate, Bill Veselik, Susan Williams, Paul Grinstead, and Mac Buchanan. Stephen Marion and Wayne Carter were on vacation.

CLOSED SESSION

Pursuant to § 2.2-3711 of the Virginia Freedom of Information Act, on motion by Mr. Veselik, seconded by Mrs. Williams, by 5-0 vote, a closed meeting was declared for the purpose of discussing the following: personnel issues as authorized by § 2.2-3711(A)(1) of the Code of Virginia and discussion or consideration of admission or disciplinary matters or any other matters that would involve the disclosure of information contained in a scholastic record concerning any student of any Virginia public institution or higher education or any state school system as authorized by § 2.2-3711(A)(2) of the Code of Virginia.

On motion by Mr. Grinstead, seconded by Mr. Veselik, by 5-0 vote, closed session ended.

CERTIFICATION OF CLOSED MEETING

WHEREAS, the Smyth County School Board has convened a closed meeting on this date pursuant to an affirmative-recorded vote in accordance with the provision of the Virginia Freedom of Information Act; and

WHEREAS, § 2.2-3712(D) of the Code of Virginia requires a certification by this school board that such closed meeting was conducted in conformity with Virginia Law:

NOW THEREFORE, BE IT RESOLVED, that the Smyth County School Board, by roll call, hereby certifies that, to the best of each member’s knowledge (i) only public business matters lawfully exempted from open meeting requirements by Virginia Law were discussed and (ii) only such public business as were identified in the motion by which the closed meeting was convened were heard, discussed, or considered.

VOTE: Ayes: 5, Nays: 0.

CONSENT AGENDA

On motion by Mr. Veselik, seconded by Mrs. Williams, by 5-0 vote, the following was approved.

PRESENTATIONS/RECOGNITIONS

Sugar Grove Elementary School had the highest attendance percentage in the elementary category for the month of May. Amy Wheeler, principal of Sugar Grove Elementary School, introduced Morgan Buchanan, a fourth grader, Justin Hawkins, a third grader, and Joshua Stacey, a second grader, for having perfect attendance. The school received a certificate.

Northwood Middle School had the highest attendance percentage in the middle school category for the month of May. Mariann Blevins, principal of Northwood Middle School, introduced Spencer Carter, an eighth grader, and Miranda McGlocklin, an eighth grader, for being selected to receive The Heart of the Panther Award. The school received a certificate.

Chilhowie High School had the highest attendance percentage in the high school category for the month of May. The school received a certificate. Mike Sturgill, principal of Chilhowie High School, introduced Ron Cahill, Mike Billings, and Kaitlyn Phibbs, Chilhowie boys’ and girls’ track coaches. Coaches introduced track team participants and shared some of their track achievements at the state level. Xavier Caudill won the Group A VHSL state championship in the high jump and set a meet record. In addition, the 4x400 relay team of Leah Richards, Ginny Richards, Hannah Richards, and Raegan McCloskey won the Group A VHSL state championship. The coaches also recognized Danielle Testerman, Mikaela Schram, T. J. Howell and Jordan Powers for their accomplishments. The girls’ team placed third and the boys’ team placed sixteenth in the state track meet held in Radford.

Mike Sturgill also shared that Conner Hayden, a former Chilhowie High School student attending Radford University, won an amateur golf tournament held in Canada and qualified for the PGA tour event to be held in July in Canada.

Rich Valley Elementary School had the most improved attendance percentage for the month of May. Tammy Hahn, principal of Rich Valley Elementary School, introduced Kayla Dinsmore, a third grader, for having perfect attendance. The school received a certificate. She also shared that Jadon Dinsmore, a fourth grader, was part of the fourth grade class that had a 100% pass rate in Virginia Studies. Eighty-eight percent of the class scored passed advanced on the SOL test.

SUPERINTENDENT’S REPORT

Julie Bear, Director of Finance, reviewed revenue, expenditure, and cash flow figures for the month of May, fiscal year 2015.

Dr. Robinson reminded the Board about the end-of-year called school board meeting to be held on Thursday, June 25, 2015 at 6:00 P.M. A reception for this year’s retirees will be held prior to the meeting beginning at 5:00 P.M.

Dr. Robinson provided an update on facilities.

DISCUSSION TOPICS

Dr. Robinson shared information regarding the VSBA 30th Annual Conference on Education to be held at the Richmond Marriott on Tuesday, July 21, 2015.

QUESTIONS/COMMENTS FROM BOARD MEMBERS

Mr. Buchanan expressed his concerns about the fiscal year 2016 school board budget.

ACTION ITEMS—(MOTION REQUIRED)

The Board considered changes to the Scoliosis Screening Process. On motion by Mr. Veselik, seconded by Mr. Buchanan, by 5-0 vote, this was approved.

Dennis Carter, Assistant Superintendent for Instruction, shared information about the Regional Comprehensive Instructional Program. The Board considered continuing participation in the Regional Comprehensive Instructional Program. On motion by Mr. Veselik, seconded by Mrs. Williams, by 5-0 vote, this was approved.

The Board considered approving additions to the high school reading list. On motion by Mr. Grinstead, seconded by Mrs. Williams, by 5-0 vote, this was approved.

The Board considered adding a new course to the Program of Studies. On motion by Mrs. Williams, seconded by Mr. Veselik, by 5-0 vote, this was approved.

The Board considered approving a recommendation for a new Foreign Language Textbook Adoption. On motion by Mrs. Williams, seconded by Mr. Grinstead, by 5-0 vote, this was approved.

The Board considered a recommendation to surplus the Mobile Heath Clinic Bus. On motion by Mr. Grinstead, seconded by Mr. Buchanan, by 5-0 vote, this was approved.

The Board considered approving a resolution to place the name of Linda Burchette, Reporter for the Smyth County News and Messenger, on the VSBA Media Honor Roll for her responsible and exemplary reporting on Smyth County Public Schools. On motion by Mr. Grinstead, seconded by Mr. Veselik, by 5-0 vote, this was approved.

The Board considered holding a Health Insurance Committee Meeting on Monday, June 22, 2015 at 3:30 P.M., and a Budget Committee Meeting on Monday, June 22, 2015 at 4:00 P.M. On motion by Mrs. Williams, seconded by Mr. Grinstead, by 5-0 vote, this was approved.
