Minutes of the June 14, 2010 Smyth County School Board Meeting

The Smyth County School Board met today in a regular meeting at 5:00 P.M., in the board meeting room, 121 Bagley Circle, Suite 300, Marion, Virginia.

CALL TO ORDER

Chairperson Choate called the meeting to order and welcomed everyone.

The roll was called by the clerk, and the following members were present: Jesse Choate, Sam Hambrick, Susan Williams, Susan Sneed, Dick Ryan, and Jim Coulthard. Mr. Catron was out of town attending a conference.

CLOSED SESSION

Pursuant to § 2.2-3711 of the Virginia Freedom of Information Act, on motion by Mr. Coulthard, seconded by Mrs. Williams, by 6-0 vote, a closed meeting was declared for the purpose of discussing the following: personnel issues as authorized by § 2.2-3711(A)(1) of the Code of Virginia, discussion of the acquisition of real property for a public purpose as authorized by § 2.2-3711(A)(3) of the Code of Virginia, and probable litigation as authorized by § 2.2-3711(A)(7) of the Code of Virginia.

On motion by Mr. Coulthard, seconded by Mrs. Williams, by 6-0 vote, closed session ended.

CERTIFICATION OF CLOSED MEETING

WHEREAS, the Smyth County School Board has convened a closed meeting on this date pursuant to an affirmative-recorded vote in accordance with the provision of the Virginia Freedom of Information Act; and

WHEREAS, § 2.2-3712(D) of the Code of Virginia requires a certification by this school board that such closed meeting was conducted in conformity with Virginia Law:

NOW THEREFORE, BE IT RESOLVED, that the Smyth County School Board, by roll call, hereby certifies that, to the best of each member's knowledge (i) only public business matters lawfully exempted from open meeting requirements by Virginia Law were discussed and (ii) only such public business as were identified in the motion by which the closed meeting was convened were heard, discussed, or considered.

VOTE: Ayes: 6, Nays: 0.

CONSENT AGENDA

On motion by Ms. Sneed, seconded by Mr. Coulthard, by 6-0 vote, the following was approved.

PRESENTATIONS/RECOGNITIONS

Chilhowie Elementary School had the highest attendance percentage in the elementary category for the month of May. Dennis Carter, Principal of Chilhowie Elementary School, recognized Christy Henderson, a third grade teacher, for being selected to receive the Virginia Lottery "Super Teacher" Award. The school received a certificate.

Chilhowie Middle School had the highest attendance percentage in the middle school category for the month of May. Mike Davidson, Principal of Chilhowie Middle School, introduced Mary Lawson and Becky Pierce, teachers at the school, for having outstanding SOL scores. The school received a certificate.

Marion Senior High School had the highest attendance percentage in the high school category for the month of May. Troy Pollard, Assistant Principal of Marion Senior High School, introduced Kesha Null, the attendance secretary at the school, for all her hard work with working on attendance issues at their school. The school received a certificate.

Sugar Grove Combined School had the most improved attendance percentage for the month of May. Gary Roberts, Principal of Sugar Grove Combined School, introduced Kay Davis and Janie Larimer, teachers at the school, for having good attendance. The school received a certificate.

Mr. Roberts thanked the school board's maintenance department and bus garage for all their hard work this past school year.

Dr. Robinson shared that Olivia Bailey, a Chilhowie High School graduate, won the Group A Virginia High School League Citizenship Award.

Dr. Robinson shared who the 2011 Teachers of the Year for each school are.

Dr. Robinson introduced Nicole Holmes, a teacher at Northwood Middle School, as being selected as the 2011 Smyth County Teacher of the Year.

SUPERINTENDENT'S REPORT

Dr. Cassell reviewed revenue, expenditure, and cash flow figures for the month of May 2010, fiscal year 2009-2010.

DISCUSSION TOPICS

Dr. Robinson shared information about the VSBA Hot Topic Conference on School Safety to be held at the Charlottesville Omni on August 19, 2010.

QUESTIONS/COMMENTS FROM BOARD MEMBERS

Mrs. Williams thanked Dr. Robinson and Dr. Cassell for all their hard work in preparing the budget for 2011.

ACTION ITEMS (MOTION REQUIRED)

The Board considered approving the revised Special Education Local Policies and Procedures. On motion by Ms. Sneed, seconded by Mr. Coulthard, by 6-0 vote, this was approved.

The Board considered approving the revised Section 504 Policies and Procedures. On motion by Mrs. Williams, seconded by Ms. Sneed, by 6-0 vote, this was approved.

The Board considered approving changes to the Special Education Advisory Council. On motion by Mrs. Williams, seconded by Mr. Coulthard, by 6-0 vote, this was approved.

Dr. Amy Harden requested that the School Board consider banning tobacco products on all school property. The Smyth County Community Hospital Medical Staff passed a resolution in full support of creating a policy to ban smoking on property owned and operated by the Smyth County School System.

The Board considered Policy KGC Tobacco Use on School Property (third reading).

The Board considered Policy IGBH Alternative School Programs (second reading) for approval. On motion by Mr. Coulthard, seconded by Ms. Sneed, by 6-0 vote, the policy was approved.

On motion by Ms. Sneed, seconded by Mr. Coulthard, by 6-0 vote, the policies were deleted.

The Board considered approving the Perkins Grant application for 2010-2011. On motion by Mrs. Williams, seconded by Mr. Coulthard, by 6-0 vote, the application was approved.

The Board considered authorizing Dr. Jeff Cassell and Mr. Kyle Rhodes to Sign Documents in the Absence of the Division Superintendent during the 2010-2012 school years. On motion by Mr. Coulthard, seconded by Mrs. Williams, by 6-0 vote, this was approved.

The Board considered selecting a voting delegate and an alternate for the VSBA Delegate Assembly and Regional Meeting of the 2010 VSBA Annual Convention, November 17-19, 2010 at the Williamsburg Lodge in Colonial Williamsburg. This was tabled until the next meeting.

The Board considered adoption of the 2010-2011 Smyth County Schools' Calendar. On motion by Ms. Sneed, seconded by Mrs. Williams, by 6-0 vote, the calendar was approved.

The Board considered approving the VRS Resolution to Pick-up the Employee's Contribution to VRS for Plan 2 Employees. On motion by Mr. Coulthard, seconded by Mrs. Williams, by 6-0 vote, this was approved.

The Board considered bids for art/instructional materials. On motion by Ms. Sneed, seconded by Mrs. Williams, by 6-0 vote, the Board approved bids from selected companies as presented.

The Board considered approving the Title I Grant application for 2010-2011. On motion by Mr. Coulthard, seconded by Mrs. Williams, by 6-0 vote, the application was approved.

CLOSED SESSION ITEMS (MOTION REQUIRED)

On motion by Ms. Sneed, seconded by Mr. Coulthard, by 6-0 vote, the Board approved the retirement of Monica Powers as teacher at Marion Primary School.
