The Smyth County School Board met today for a called end-of-year review of expenditures and revenues with the following members present: James H. Campbell, Jesse Choate, Jerry Catron, and Paul Grinstead.
On motion by Mr. Choate, seconded by Mr. Grinstead, the agenda was approved as presented.
Mr. Sullivan reviewed end-of-year expenditures, revenues, and year-to-date state money received. He pointed out that these figures are a very close estimate and could change. The total County School Operating Fund budget expenditures for 2002-2003 were $36,222,673. This amount includes deficits carried over from June 30, 2002. Total revenue received was $35,308,339. This amount reflects an additional revenue shortage of $225,414 in state revenue as of this date. The County School Debt and Capital Outlay Fund budget expenditures for 2002-2003 were $4,419,284 with revenue totaling $4,518,454. A vote to transfer $99,170 from Capital Outlay to the Operating Fund will be taken later.
Greg Tucker and Ron Bostic with Bostic, Tucker and Company, P.C. were present to review their audit report.
Pursuant to §2.1-344(A) of the Virginia Freedom of Information Act, on motion by Mr. Choate, seconded by Mr. Grinstead, the board voted to convene a closed meeting for the purpose of discussing the following specific matters: a student issue as authorized by §2.1-344(A)(2) of the Code of Virginia; and staff resignations, new hires, and other personnel matters as authorized by
§2.1-344(A)(1) of the Code of Virginia.
On motion by Mr. Grinstead, seconded by Mr. Choate, the board returned to the open meeting.
WHEREAS, the Smyth County School Board has convened a closed meeting on this date pursuant to an affirmative recorded vote in accordance with the provision of the Virginia Freedom of Information Act:
WHEREAS, §2.1-344(D) of the Code of Virginia requires a certification by this school board that such closed meeting was conducted in conformity with Virginia law;
NOW THEREFORE, BE IT RESOLVED that the Smyth County School Board, by roll call, hereby certifies that, to the best of each member’s knowledge (i) only public business matters lawfully exempted from open meeting requirements by Virginia law were discussed and (ii) only such public business as were identified in the motion by which the closed meeting was convened were heard, discussed or considered.
Mrs. Hall, Dr. Lewis, and Mr. Doane were absent.
On motion by Mr. Choate, seconded by Mr. Catron, the board accepted the resignations of Lisa V. Llewellyn, Gifted Coordinator, Marion Middle School, and James Michael Rolen, Special Education Director, Smyth County Schools.
On motion by Mr. Choate, seconded by Mr. Catron, the board accepted the request for Student A to be home schooled for the 2003-2004 school year under Virginia’s religious exemption statute.
On motion by Mr. Choate, seconded by Mr. Grinstead, the board ranked the four responding auditing firms for negotiation as follows:
On motion by Mr. Catron, seconded by Mr. Grinstead, invoices in the amount of $234,428.07 from the County School Debt and Capital Outlay Fund were approved and ordered paid July 1, 2003, the same to be listed in the warrant register.
On motion by Mr. Catron, seconded by Mr. Grinstead the meeting was adjourned.
