Minutes of the March 14, 2011 Smyth County School Board Meeting

The Smyth County School Board met today in a regular meeting at 5:00 P.M., in the board meeting room, 121 Bagley Circle, Suite 300, Marion, Virginia.

CALL TO ORDER

Chairman Choate called the meeting to order and welcomed everyone.

The roll was called by the clerk, and all members were present.

CLOSED SESSION

Pursuant to § 2.2-3711 of the Virginia Freedom of Information Act, on motion by Mr. Coulthard, seconded by Mrs. Williams, by 7-0 vote, a closed meeting was declared for the purpose of discussing the following: personnel issues as authorized by § 2.2-3711(A)(1) of the Code of Virginia and the discussion of the acquisition of real property for a public purpose as authorized by § 2.2-3711(A)(3) of the Code of Virginia.

On motion by Mr. Catron, seconded by Mr. Coulthard, by 7-0 vote, closed session ended.

CERTIFICATION OF CLOSED MEETING

WHEREAS, the Smyth County School Board has convened a closed meeting on this date pursuant to an affirmative-recorded vote in accordance with the provision of the Virginia Freedom of Information Act; and

WHEREAS, § 2.2-3712(D) of the Code of Virginia requires a certification by this school board that such closed meeting was conducted in conformity with Virginia Law:

NOW THEREFORE, BE IT RESOLVED, that the Smyth County School Board, by roll call, hereby certifies that, to the best of each member's knowledge (i) only public business matters lawfully exempted from open meeting requirements by Virginia Law were discussed and (ii) only such public business as were identified in the motion by which the closed meeting was convened were heard, discussed, or considered.

VOTE: Ayes: 7, Nays: 0.

CONSENT AGENDA

On motion by Mr. Coulthard, seconded by Mr. Veselik, by 7-0 vote, the following was approved.

PRESENTATIONS/RECOGNITIONS

Rich Valley Elementary School had the highest attendance percentage in the elementary category for the month of February. Tammy Johnson, Principal of Rich Valley Elementary School, introduced Emali Haga, a pre-k student. The school received a certificate and the flag to display at the school.

Chilhowie Middle School had the highest attendance percentage in the middle school category for the month of February. Mike Davidson, Principal of Chilhowie Middle School, introduced Abram Clear, a sixth grader, for winning the county, district, and state DAR Essay Contest. The school received a certificate and will be retaining the flag from last month.

Chilhowie High School had the highest attendance percentage in the high school category for the month of February. Sam Blevins, Assistant Principal of Chilhowie High School, introduced Kali Gentry, a twelfth grader, for having good attendance. The school received a certificate and will be retaining the flag from last month.

Danny Newman, Principal of Marion Senior High School, introduced Lynn White, teacher at Marion Senior High School, for being named the VFW Teacher of the Year for Grades 9-12 for the Ninth District of VFW.

Lynn White, FBLA sponsor at Marion Senior High School, introduced Ashlyn Sheets, President of the FBLA. She reported on the FBLA Spring Regional Conference they attended on March 11, 2011. They will be competing at the state level at a competition to be held in April 2011.

Stan Dunham, Principal of Northwood High School, introduced Kevin Poe, Dustin Clear, and Jacob Smith, wrestlers at Northwood High School, for placing in the state tournament.

Dr. Robinson presented a Certificate of Excellence from the Virginia Board of Education to Rich Valley Elementary School.

Dr. Robinson presented Certificates of Competence to Excellence from the Virginia Board of Education to Sugar Grove Combined School, Chilhowie Elementary School, Chilhowie High School, and Saltville Elementary School.

Sam McKinney, Principal of the Smyth Career & Technology Center, introduced John Ishihara, Vice-President of Skills USA. He shared some activities sponsored by Skills USA.

Tanja Pruitt, Secretary of HOSA and Valerie Warner, Vice-President of HOSA, shared activities sponsored by HOSA.

Mr. McKinney recognized Doug Haga, Automotive Technology teacher at the school, for all his efforts in working with Skills USA.

SUPERINTENDENT'S REPORT

Dr. Cassell reviewed revenue, expenditure, and cash flow figures for the month of February 2011, fiscal year 2011.

Dr. Robinson reported on the budget committee's meeting held on March 7, 2011.

DISCUSSION TOPICS

Dr. Robinson shared information regarding the VSBA School Law Conference to be held Friday, June 3, 2011 at the Charlottesville Omni in Charlottesville, Virginia.

ACTION ITEMS–(MOTION REQUIRED)

The Board considered the following policies for approval (second reading):

On motion by Mr. Catron, seconded by Mr. Veselik, by 7-0 vote, the policies were approved.

The Board considered policy additions and/or changes for the following (first reading):

The Board considered approving the Retirement Incentive Plans for 2011-2012. On motion by Mr. Coulthard, seconded by Ms. Sneed, by 7-0 vote, the plans were approved.

The Board considered offering the opportunity for high school seniors to participate in coursework at the Blue Ridge Job Corps. Carol Parsons provided a presentation regarding the proposed partnership between Blue Ridge Job Corps and Smyth County Schools. On motion by Mr. Catron, seconded by Mr. Coulthard, by 7-0 vote, the Board approved the agreement.

The Board considered approving the following new courses for the Program of Studies:

On motion by Mr. Catron, seconded by Mrs. Williams, by 7-0 vote, the courses were approved.

The Board considered a request of a waiver for Pre-Labor Day opening requirements for the 2011-2012 school year. On motion by Mr. Catron, seconded by Mr. Veselik, by 7-0 vote, the waiver was approved.

The Board considered approving Procedures for Credit Recovery and New Courses for On-Time Graduation for spring and summer 2011. On motion by Mr. Coulthard, seconded by Ms. Sneed, by 7-0 vote, the procedures were approved as amended.

CLOSED SESSION ITEMS–(MOTION REQUIRED)

On motion by Ms. Sneed, seconded by Mr. Coulthard, by 7-0 vote, the Board accepted the retirement of Larry Taylor, Sr. as bus driver for the Marion area.

On motion by Ms. Sneed, seconded by Mr. Coulthard, by 7-0 vote, the Board accepted the following resignations:

On motion by Ms. Sneed, seconded by Mr. Coulthard, by 7-0 vote, the Board approved a total of twelve work weeks of unpaid Family Medical Leave during any 12-month period for Melissa McKinnon, a teacher at Marion Middle School.
