Minutes of the May 12th, 2003 meeting of the Smyth County School Board, as approved by the School Board at its June 9th, 2003 meeting

The Smyth County School Board met today with the following members present: James H. Campbell, Gayle Lewis, Jesse Choate, Charlie Doane, Jerry Catron, and Laura Hall. On motion by Mr. Catron, seconded by Mrs. Hall, minutes from the April 14, and April 30, 2003, meetings were approved as presented.

On motion by Mr. Choate, seconded by Mrs. Hall, the agenda was approved as presented.

Mike Davidson, coordinator for Youth Government Day activities, introduced participants in Youth Government Day from the high schools. Mr. Campbell reviewed the responsibilities and duties of school board members, the superintendent, and the clerk of the school board.

Jeff Cassell, principal of Rich Valley Elementary School, introduced his Destination Imagination Team members who placed first in regional competition. He also recognized some students who participated in the St.Jude’s Math-A-Thon. The students raised $3,750 for this charity. Mr. Cassell introduced Felicia Coulthard, teacher at Rich Valley Elementary School, for coordinating this project.

Dr. Haas, principal of Northwood High School, introduced the Social Studies SWAC Team. The team is undefeated this year. He also introduced Anna DeBord, SWAC Coach.

Wayne Trivette, principal of Atkins Elementary School, introduced Allison Jones, vice-president of the SCA, and Tiffany Reedy, president of the SCA. Tiffany has perfect attendance. They received a certificate and a flag to fly at the school.

Kyle Rhodes, principal of Marion Middle School, introduced Heather Bayes for having perfect attendance. Also, Bob Rigely, teacher, has perfect attendance. They received a certificate and a flag to fly at the school.

Steve Reedy, principal of Chilhowie High School, introduced Charles J. Clarke, Katherine Estep, Joshua Stamper, and Chaia Woods. These students were chosen to attend because they have a cumulative total of three days absent for the year. These students are also the four valedictorians for the class of 2003. They received a certificate and a flag to fly at the school.

Steve Miller, principal of Marion Intermediate School, introduced Lindsey Blevins for having perfect attendance. They received a certificate and the Most Improved Attendance Award Flag.

On motion by Mrs. Hall, seconded by Mr. Catron, the board voted to approve the request for Brenda Boone, assistant principal of Saltville Elementary/Northwood Middle Schools, to take a position as director for the Virginia Middle School Association. This will require Mrs. Boone to take four to five professional days a year for meetings.

On motion by Mrs. Hall, seconded by Mr. Catron, the board voted to approve a request for half the funding for the Destination Imagination Global Competition in Knoxville. The cost of half will amount to $1,720.00.

On motion by Mrs. Hall, seconded by Dr. Lewis, the board voted to approve a request from Marion Senior High School’s FBLA Group to go on a trip to Carowinds on Saturday, May 24, 2003.

Mr. Sullivan reviewed a proposal to allow students with a 4.0 GPA, who meet all other membership requirements, to be eligible for Beta Club membership at Marion Senior High School. This proposal will be referred to the new principal at Marion Senior High School. No change was suggested for Chilhowie High School and Northwood High School. Each school is to set its own GPA guidelines as allowed by Beta International.

The board voted to approve the Special Education Plan for the 2003-2004 school year on motion by Mrs. Hall, seconded by Mr. Choate.

Mr. Campbell reviewed the County School Operating Fund cash flow sheet. Expenditures and revenue are now complete through April 2003. Mr. Sullivan reviewed in detail the revenue received and expenditures for April.

Pursuant to §2.1-344(A) of the Virginia Freedom of Information Act, on motion by Mrs. Hall, seconded by Mr. Choate, the board voted to convene a closed meeting for the purpose of discussing the following specific matters: staff resignations, new hires, and review staff transfers and other staffing matters as authorized by §2.1-344(A)(1) of the Code of Virginia.

On motion by Dr. Lewis, seconded by Mr. Doane, the board returned to the open meeting.

WHEREAS, the Smyth County School Board has convened a closed meeting on this date pursuant to an affirmative recorded vote in accordance with the provision of the Virginia Freedom of Information Act:

WHEREAS, §2.1-344(D) of the Code of Virginia requires a certification by this school board that such closed meeting was conducted in conformity with Virginia law;

NOW THEREFORE, BE IT RESOLVED that the Smyth County School Board, by roll call, hereby certifies that, to the best of each member’s knowledge (i) only public business matters lawfully exempted from open meeting requirements by Virginia law were discussed and (ii) only such public business as were identified in the motion by which the closed meeting was convened were heard, discussed or considered.

On motion by Mrs. Hall, seconded by Mr. Choate, the board approved the hiring of Ann Schultz as a special education teacher at Northwood Middle School.

On motion by Mrs. Hall, seconded by Dr. Lewis, the board approved the hiring of Judith Wyle as an English teacher at Marion Senior High School.

On motion by Mrs. Hall, seconded by Dr. Lewis, the board approved the hiring of Dana Smythe as a social studies teacher at Marion Senior High School.

On motion by Mrs. Hall, seconded by Mr. Doane, the board approved the hiring of Lynn Campbell as the work and family studies teacher at Northwood Middle School. Mr. Campbell abstained.

On motion by Mrs. Hall, seconded by Mr. Choate, the board accepted the resignation of Lorraine Day, special education teacher at Marion Middle School.

On motion by Mrs. Hall, seconded by Mr. Choate, the board approved the hiring of David Bockes as the elementary supervisor for Smyth County schools.

On motion by Mr. Choate, seconded by Mr. Doane, the board approved the hiring of Dale Holt as the principal for Marion Senior High School.

The board approved a request from the Marion Correctional Treatment Center for permission to use Chilhowie High School gymnasium as an emergency evacuation center on motion by Mr. Catron, seconded by Mrs. Hall.

On motion by Mr. Choate, seconded by Mrs. Hall, the board approved the bid from Teaters Trucking in the amount of $148,540.00 for the wastewater treatment plant at Northwood Middle/Rich Valley Elementary Schools.

On motion by Mr. Catron, seconded by Mrs. Hall, the board voted to approve the recommendation from the auditor for the school board clerk to pay certain utility bills upon receipt.

The board approved a change order to update the digital clocks at Chilhowie Middle School in the amount of $1,562.00 from Gallaher and Associates, Inc. on motion by Mr. Doane, seconded by Mr. Choate.

The April payroll, paid April 30, 2003, checks #38845-38997, was approved on motion by Mr. Choate, seconded by Mrs. Hall.

On motion by Mr. Choate, seconded by Mrs. Hall, current invoices in the amount of $445,626.40 from the County School Operating Fund were ordered paid, the same to be listed in the warrant register.

On motion by Mr. Choate, seconded by Mrs. Hall, current invoices in the amount of $13,463.42 from the County School Debt and Capital Outlay Fund were ordered paid, the same to be listed in the warrant register.

Mrs. Hall reported on her meeting in Charlottesville. She also reminded the board about the meeting on May 27, 2003, to be held in Lebanon, Virginia, for the 2003 Southwest Regional Forum.

Mrs. Hall told the board that Brian Rice received first place in the State Science Fair.
