Minutes of the May 14, 2012 Smyth County School Board Meeting

The Smyth County School Board met today in a regular meeting at 5:00 P.M., in the library at Rich Valley Elementary School, 156 Long Hollow Road, Saltville, Virginia.

CALL TO ORDER

Chairman Choate called the meeting to order and welcomed everyone.

The roll was called by the clerk, and the following members were present: Jesse Choate, Bill Veselik, Susan Williams, Susan Sneed, Jerry Catron, and Mac Buchanan. Dick Ryan was absent.

CLOSED SESSION

Pursuant to § 2.2-3711 of the Virginia Freedom of Information Act, on motion by Mr. Veselik, seconded by Mr. Buchanan, by 6-0 vote, a closed meeting was declared for the purpose of discussing the following: personnel issues as authorized by § 2.2-3711(A)(1) of the Code of Virginia, consultation with legal counsel and briefings by staff members or consultants pertaining to actual or probable litigation, where such consultation or briefing in open meeting would adversely affect the negotiation or litigating posture of the public body as authorized by § 2.2-3711(A)(7) of the Code of Virginia, and student disciplinary matters as authorized by § 2.2-3711(A)(2) of the Code of Virginia.

On motion by Mr. Catron, seconded by Mrs. Williams, by 6-0 vote, closed session ended.

CERTIFICATION OF CLOSED MEETING

WHEREAS, the Smyth County School Board has convened a closed meeting on this date pursuant to an affirmative-recorded vote in accordance with the provision of the Virginia Freedom of Information Act; and

WHEREAS, § 2.2-3712(D) of the Code of Virginia requires a certification by this school board that such closed meeting was conducted in conformity with Virginia Law:

NOW THEREFORE, BE IT RESOLVED, that the Smyth County School Board, by roll call, hereby certifies that, to the best of each member's knowledge (i) only public business matters lawfully exempted from open meeting requirements by Virginia Law were discussed and (ii) only such public business as were identified in the motion by which the closed meeting was convened were heard, discussed, or considered.

VOTE: Ayes: 6, Nays: 0.

CONSENT AGENDA

On motion by Ms. Sneed, seconded by Mr. Buchanan, by 6-0 vote, the following was approved.

PRESENTATIONS/RECOGNITIONS

Rich Valley Elementary School had the highest attendance percentage in the elementary school category for the month of March. Tammy Johnson, Principal of Rich Valley Elementary School, introduced a group of students that had perfect attendance. The school received a certificate.

Marion Intermediate School had the highest attendance percentage in the elementary school category for the month of April. Gary Foulke, Principal of Marion Intermediate School, introduced Hunter Hall, a fifth grader, for having perfect attendance. The school received a certificate and the flag to display at the school.

Chilhowie Middle School had the highest attendance percentage in the middle school category for the month of April. Sam Blevins, Principal of Chilhowie Middle School, introduced Lori Blevins, a seventh grader, for having very good attendance and being elected as the school's new SCA President. He also introduced Michael Berry, a teacher at the school, for being chosen as the "Teacher of the Month" by WTFM radio station. The school received a certificate and the flag to display at the school.

Chilhowie High School had the highest attendance percentage in the high school category for the month of April. Mike Sturgill, Principal of Chilhowie High School, introduced Ali Medlen, an eleventh grader. She will be the school's SCA President next year. He also introduced Cody Tuell, a twelfth grader, for placing first in the state in the Skills Competition. He will be competing nationally in June in Kansas City, Missouri. The school received a certificate and will be retaining the flag from last month.

Saltville Elementary School had the most improved attendance percentage for the month of April. Mitzi Frye, a teacher at Saltville Elementary School, introduced Hannah Call, a fifth grader, for having perfect attendance. The school received a certificate and the flag to display at the school.

Dr. Robinson shared that Sam Taylor, a senior at Marion Senior High School, was the Virginia High School League's State Group AA Academic of the Year.

Dr. Robinson introduced Mark Burkett, a teacher at Northwood Middle School, for being selected as the Smyth County Teacher of the Year.

Doug Haga, a teacher at the Smyth Career and Technology Center, introduced a group of students that participated in the state Skills USA conference and competition which was held in Hampton, Virginia, in April.

Crystal Watson and Kristen Coley, HOSA students, shared some of their club accomplishments.

Dr. Robinson welcomed students from the three high schools that were participating in Youth Government Day.

PUBLIC COMMENT

Thelma Massie, President of the Smyth County Education Association (SCEA), extended an invitation to the Board members to attend a Retirement Reception for SCEA retiring members to be held on Wednesday, May 23, 2012 at 4:30 P.M. at the Hungry Mother Restaurant.

SUPERINTENDENT'S REPORT

Dr. Cassell reviewed revenue, expenditure, and cash flow figures for the month of April 2012, fiscal year 2012.

Dr. Robinson provided an update on facilities.

Allen Asbury, Project Manager, provided an update on the renovation at Marion Primary School and the construction of the new elementary school.

DISCUSSION TOPICS

Dr. Robinson provided an update regarding the 2012-2013 school board budget.

QUESTIONS/COMMENTS FROM BOARD MEMBERS

Mr. Buchanan commented on a Smyth County Board of Supervisor stating that they had only received the school board's budget the day of their meeting for review when it had been delivered to the county several days prior.

Mr. Choate thanked Rich Valley Elementary School for hosting the school board meeting.

ACTION ITEMS–(MOTION REQUIRED)

The Board considered approving the 2012-2013 school year calendar. On motion by Mr. Veselik, seconded by Ms. Sneed, by 6-0 vote, the calendar was approved.

The Board considered approving a bid for the Marion bus parking area. On motion by Mr. Catron, seconded by Ms. Sneed, by 6-0 vote, the Board approved D & D Contractors, Inc. in the amount of $20,000.00.

The Board considered approving a bid for the Chilhowie Elementary School paving project. On motion by Ms. Sneed, seconded by Mr. Catron, by 6-0 vote, the Board approved D & D Contractors, Inc., bid option #2, in the amount of $19,040.00.

The Board considered approving the 2012-2013 Annual Plan for Special Education. On motion by Mr. Veselik, seconded by Ms. Sneed, by 6-0 vote, the plan was approved.

The Board considered approving Special Education Advisory Council representatives as amended. On motion by Mrs. Williams, seconded by Mr. Veselik, by 6-0 vote, this was approved.

The Board considered approving a revised Teacher Evaluation Program (first reading) as presented by Dr. Cassell.

The Board considered approving the maintenance salary scale. On motion by Mr. Veselik, seconded by Mr. Catron, by 6-0 vote, the scale was approved.

The Board considered approving the Construction Budget and Textbook Fund Budget for 2012-2013. On motion by Mr. Catron, seconded by Mrs. Williams, by 6-0 vote, the budgets were approved.

The Board considered approving Property & Casualty and Workers Compensation Insurance renewals. On motion by Mr. Catron, seconded by Mr. Veselik, by 6-0 vote, the insurance renewals were approved.

The Board considered appointing a School Naming Committee. On motion by Ms. Sneed, seconded by Mr. Veselik, by 6-0 vote, the Board appointed Jerry Catron, Mac Buchanan, and Susan Williams to serve on the committee.

The Board considered a called school board meeting for Monday, May 21, 2012 at 5:00 P.M. On motion by Ms. Sneed, seconded by Mr. Buchanan, by 6-0 vote, this was approved.

CLOSED SESSION ITEMS–(MOTION REQUIRED)

On motion by Ms. Sneed, seconded by Mr. Catron, by 6-0 vote, the Board accepted the following retirements:

On motion by Ms. Sneed, seconded by Mr. Veselik, by 6-0 vote, the Board approved a total of twelve work weeks of unpaid Family Medical Leave during any 12-month period for Michele D. Pruett, librarian at Marion Middle School.

On motion by Ms. Sneed, seconded by Mr. Veselik, by 6-0 vote, the Board hired the following in extracurricular/coaching positions:
