Minutes of the May 30th, 2006 meeting of the Smyth County School Board, as approved by the School Board at its June 12th, 2006 meeting

The Smyth County School Board met today in a continued meeting at 5:00 P.M., with the following members present: Jesse Choate, Laura Hall, Susan Sneed, Charles Doane, and Jerry Catron.

On motion by Mrs. Hall, seconded by Ms. Sneed, the board voted unanimously to approve the agenda with the following changes: Move item #8 Adjourn to item #9 and make item #8 Discussion of reconsideration of the Promotion and Retention Policy for Middle Grades that was unanimously approved at the Monday, May 8, 2006, school board meeting as requested by Jerry Catron.

Pursuant to 2.2-3711 of the Virginia Freedom of Information Act, on motion by Ms. Sneed, seconded by Mrs. Hall, the board voted unanimously to convene a closed meeting for the purposes of discussing the following specific matters: personnel issues as authorized by 2.2-3711(A)(1) of the Code of Virginia.

Dr. Mike Robinson, Assistant Superintendent for Instruction, was present for the closed meeting.

On motion by Mrs. Hall, seconded by Ms. Sneed, the board voted unanimously to return to the open meeting.

WHEREAS, the Smyth County School Board has convened a closed meeting on this date pursuant to an affirmative-recorded vote in accordance with the provision of the Virginia Freedom of Information Act; and

WHEREAS, 2.2-3712(D) of the Code of Virginia requires a certification by this school board that such closed meeting was conducted in conformity with Virginia Law:

NOW THEREFORE, BE IT RESOLVED, that the Smyth County School Board, by roll call, hereby certifies that, to the best of each member's knowledge (i) only public business matters lawfully exempted from open meeting requirements by Virginia Law were discussed and (ii) only such public business as were identified in the motion by which the closed meeting was convened were heard, discussed, or considered.

On motion by Mrs. Hall, seconded by Mr. Catron, the board voted unanimously to accept the resignation of April Tickle, Science Teacher at Northwood Middle School, effective at the end of this school year; and to accept the resignation of Crystal Hurd, English Teacher at Northwood High School, effective at the end of this school year.

On motion by Mrs. Hall, seconded by Mr. Catron, the board voted unanimously to accept the resignation of Sharon P. Halsey, a custodian at Marion Intermediate School, effective date June 13, 2006; and to accept the resignation of Jason Shirey, a special education aide at Marion Senior High School, effective at the end of this school year.

On motion by Mrs. Hall, seconded by Ms. Sneed, the board voted unanimously to re-hire DeAna D. Estep as a special education aide and bus aide at Marion Intermediate School, effective May 31, 2006.

On motion by Mrs. Hall, seconded by Ms. Sneed, the board voted unanimously to hire Cynthia Newman as a special education teacher at Marion Primary School to replace Marsha Bays; and to hire Misty Umbarger as a fourth grade teacher at Marion Intermediate School to replace Pat Berry.

On motion by Mrs. Hall, seconded by Ms. Sneed, the board voted unanimously to accept the resignation of Deborah P. Thompson as a fourth grade teacher at Marion Intermediate School.

On motion by Mrs. Hall, seconded by Mr. Catron, the board voted unanimously to employ Deborah P. Thompson as an aide at Marion Intermediate School to work the first 100 days in the 2006-2007 school year until her VRS requirements are complete for retirement. She will be replacing Misty Umbarger.

On motion by Mrs. Hall, seconded by Ms. Sneed, the board voted unanimously to transfer Sherry Hinnant as a special education teacher at Marion Senior High School to an English teaching position at the Southwestern Virginia Mental Health Institute to replace Carla Jonas; transfer Julie Dunford as a special education teacher at Northwood Middle School to a special education teaching position at Marion Senior High School to replace Sherry Hinnant; and to transfer Jennifer Surber as a fifth grade teacher at Marion Intermediate School to a fourth grade teaching position at Rich Valley Elementary School to replace Sarah Lamie.

On motion by Mrs. Hall, seconded by Ms. Sneed, the board voted unanimously to approve one bus and one driver for the Virginia Highlands Community College Summer Upward Bound Program, June 12 - 30, 2006, and July 5 - 13, 2006; and to approve one bus and one driver for the Wytheville Community College Summer Upward Bound Program, June 19 - 29, 2006, and July 5 - 27, 2006.

The board considered a revision of the 2006-2007 salary scale for administrative assistants. A decision on the salary scale was tabled until the Monday, June 12, 2006, school board meeting.

Charles Doane had to leave at 6:00 P.M.

The board considered approval of Smyth County Schools' participation in Project Return during the 2006-2007 school year. On motion by Ms. Sneed, seconded by Mrs. Hall, the board voted unanimously to continue participation for the 2006-2007 school year.

Mr. Sullivan updated the board on the status of the 2006-2007 budget and reported on the Caboose Bill for the 2005-2006 budget.

The board discussed the Promotion and Retention Policy for Middle Grades that was unanimously approved at the Monday, May 8, 2006, school board meeting. Mr. Sullivan recommended that the policy continue for this year, and the board will study the issue again for the 2006-2007 school year.

On motion by Mr. Catron, seconded by Ms. Sneed, the board voted unanimously to adjourn the meeting.
