Minutes of the November 10, 2008 Smyth County School Board Meeting

The Smyth County School Board met today in a regular meeting at 5:00 P.M., in the auditorium at Northwood High School, 305 Panther Lane, Saltville, Virginia.

CALL TO ORDER

Chairperson Hall called the meeting to order and welcomed everyone.

The roll was called by the clerk, and all members were present.

CLOSED SESSION

Pursuant to § 2.2-3711 of the Virginia Freedom of Information Act, on motion by Mr. Coulthard, seconded by Ms. Sneed, by 7-0 vote, a closed meeting was declared for the purpose of discussing the following: personnel issues as authorized by § 2.2-3711(A)(1) of the Code of Virginia, student disciplinary matters as authorized by § 2.2-3711(A)(2) of the Code of Virginia, and student exemption from compulsory attendance as authorized by § 22.1-254(B)(1) of the Code of Virginia.

On motion by Mr. Choate, seconded by Mr. Coulthard, by 7-0 vote, closed session ended.

CERTIFICATION OF CLOSED MEETING

WHEREAS, the Smyth County School Board has convened a closed meeting on this date pursuant to an affirmative-recorded vote in accordance with the provision of the Virginia Freedom of Information Act; and

WHEREAS, § 2.2-3712(D) of the Code of Virginia requires a certification by this school board that such closed meeting was conducted in conformity with Virginia Law:

NOW THEREFORE, BE IT RESOLVED, that the Smyth County School Board, by roll call, hereby certifies that, to the best of each member's knowledge (i) only public business matters lawfully exempted from open meeting requirements by Virginia Law were discussed and (ii) only such public business as were identified in the motion by which the closed meeting was convened were heard, discussed, or considered.

VOTE: Ayes: 7, Nays: 0.

CONSENT AGENDA

On motion by Mr. Choate, seconded by Ms. Sneed, by 7-0 vote, the following was approved.

INFORMATIONAL REPORTS

The Board received a copy of the November appropriation request to the Smyth County Board of Supervisors.

The Board received a copy of the projected revenue and expenditures report for the County School Operating Fund.

The Board received a copy of the revenue and expenditure financial data for the Food Services Program.

The Board received information on K-3 primary class size and K-5 average class size for 2008-2009.

The Board received copies of Continuing Education and Dropout Statistical Information from 1966-2008.

PRESENTATIONS/RECOGNITIONS

Marion Intermediate School had the highest attendance percentage in the elementary category for the month of October. Steve Miller, Principal of Marion Intermediate School, introduced Abigail Yarber, a third grader, for having perfect attendance this year. They received a certificate and the flag to fly at the school.

Northwood Middle School had the highest attendance percentage in the middle school category for the month of October. Dr. Jeff Comer, Principal of Northwood Middle School, introduced Ashley Shelton, an eighth grader, for having excellent attendance. They received a certificate and the flag to fly at the school.

Chilhowie High School had the highest attendance percentage in the high school category for the month of October. Mike Sturgill, Principal of Chilhowie High School, accepted the certificate on behalf of the school. They will be retaining the flag from last month.

Northwood High School had the most improved attendance percentage for the month of October. Stan Dunham, Principal of Northwood High School, introduced Marcus Phillips, an eleventh grader, for being the district cross country champion this year. They received a certificate and the flag to fly at the school.

Laura Hall thanked Northwood High School for hosting the school board meeting and Kathy Wright and Ann Bordwine, teachers at Northwood High School, for providing the refreshments.

PUBLIC COMMENT

Betty Webb, Guidance Counselor at Northwood Middle School, introduced Stephen Marion. He is the new vice-president of the Smyth County Education Association.

Betty Webb requested approval for four teachers to spend two days in Richmond attending Teacher Lobby Day during the month of February 2009. Mrs. Hall told her this would be on the agenda for the Board to consider in December.

Danny Slemp, a parent, expressed his concerns about the boys' basketball coach at Marion Senior High School.

Randy Tolbert, a parent, expressed his concerns about Rich Valley Elementary School not having enough classroom space.

Marcia Rosenbaum, a parent of a child at Marion Senior High School, stated that after hearing Mr. Slemp's comments, she felt the need to express her concerns about this situation and expressed her belief that teachers and coaches should be good role models.

PUBLIC COMMENT ON FACILITY DISCUSSION

Dr. Robinson provided a PowerPoint presentation regarding the recommendations from the recent Facilities Study for Smyth County Schools conducted by MGT of America, Inc.

SUPERINTENDENT'S REPORT

Dr. Cassell reviewed revenue, expenditures, and cash flow figures for the month of October 2008, fiscal year 2008-2009.

Dr. Cassell reviewed the fiscal year 2007 audit conducted by Brown, Edwards, and Company.

Mike Davidson, Principal of Chilhowie Middle School, reported on that school's Annual School Improvement Plan.

Steve Miller, Principal of Marion Intermediate School, reported on that school's Annual School Improvement Plan.

Brandon Ratliff, Principal of Marion Middle School, reported on that school's Annual School Improvement Plan.

Dr. Jeff Comer, Principal of Northwood Middle School, reported on that school's Annual School Improvement Plan.

Gary Roberts, Principal of Sugar Grove Combined School, reported on that school's Annual School Improvement Plan.

DISCUSSION TOPICS

Dr. Robinson reported on the October 14, 2008, meeting with the Smyth County Board of Supervisors regarding the remaining 2007-2008 funds.

The Board discussed plans to attend the 2008 VSBA Annual Convention to be held in Williamsburg, Virginia, November 19-21, 2008.

Jerry Catron shared information from the VSBA Delegate Assembly Handbook.

QUESTIONS FROM BOARD MEMBERS

Sam Hambrick asked for clarification on the time the Smyth County Board of Supervisors would hold their meeting on November 12, 2008. Dan Kegley said the meeting begins at noon and the Public Hearing on the courthouse would begin at 3:00 P.M.

Susan Sneed inquired about Veterans Day activities to be held at the individual schools. Dr. Robinson said schools would be holding different activities.

Jerry Catron said he had a request from a group of veterans about how the activities at the schools could better be coordinated so they could attend more of them. Dr. Robinson said he would contact the VFW next year to coordinate some activities with their schedule.

On motion by Mr. Choate, seconded by Mr. Catron, by 7-0 vote, the policies were deleted.

The Board considered adopting the fiscal year 2010 budget calendar. On motion by Mr. Choate, seconded by Ms. Sneed, by 7-0 vote, the calendar was approved.

The Board considered adopting the fiscal year 2010 budget priorities. On motion by Mr. Coulthard, seconded by Ms. Sneed, by 7-0 vote, this was approved.

The Board considered approving bids for lighting electrical equipment for the three high school auditorium projects. On motion by Mr. Catron, seconded by Mr. Coulthard, by 7-0 vote, the bid from Cline Holder was approved for Marion Senior High School, the bid from Abingdon Wholesale was approved for Northwood High School, and the bid from Abingdon Wholesale was approved for Chilhowie High School.

The Board considered approving the School Sanctioned Program Guidelines. On motion by Mr. Doane, seconded by Mr. Hambrick, by 7-0 vote, this was approved.

CLOSED SESSION ITEMS

On motion by Ms. Sneed, seconded by Mr. Coulthard, by 7-0 vote, the Board approved the following resignations:

On motion by Ms. Sneed, seconded by Mr. Choate, by 7-0 vote, the Board accepted the resignation of Thad Umberger as seventh grade boys' basketball coach at Chilhowie Middle School.

On motion by Ms. Sneed, seconded by Mr. Hambrick, by 7-0 vote, the Board hired the following in coaching/extracurricular positions:

On motion by Ms. Sneed, seconded by Mr. Catron, by 7-0 vote, the Board approved Home School Case #2008-06, Home School Case #2008-07, Home School Case #2008-08, and Home School Case #2008-09 for student exemption from compulsory attendance.
