Minutes of the November 28, 2006 Smyth County School Board Meeting

The Smyth County School Board met today in a continued meeting at 5:00 P.M., in the board meeting room. The meeting was continued from Monday, November 13, 2006.

CALL TO ORDER

Chairman Choate called the meeting to order and welcomed everyone.

The roll was called by the clerk, and all members were present.

CLOSED SESSION

Pursuant to § 2.2-3711 of the Virginia Freedom of Information Act, on motion by Mrs. Hall, seconded by Mr. Nipper, by 7-0 vote, a closed meeting was declared for the purpose of discussing the following: personnel issues as authorized by § 2.2-3711(A)(1) of the Code of Virginia.

On motion by Mrs. Clark, seconded by Mr. Nipper, by 7-0 vote, closed session ended.

CERTIFICATION OF CLOSED MEETING

WHEREAS, the Smyth County School Board has convened a closed meeting on this date pursuant to an affirmative-recorded vote in accordance with the provision of the Virginia Freedom of Information Act; and

WHEREAS, § 2.2-3712(D) of the Code of Virginia requires a certification by this school board that such closed meeting was conducted in conformity with Virginia Law:

NOW THEREFORE, BE IT RESOLVED, that the Smyth County School Board, by roll call, hereby certifies that, to the best of each member's knowledge (i) only public business matters lawfully exempted from open meeting requirements by Virginia Law were discussed and (ii) only such public business as were identified in the motion by which the closed meeting was convened were heard, discussed, or considered.

On motion by Mrs. Hall, seconded by Mrs. Clark, by 7-0 vote, the agenda was approved as presented.

SUPERINTENDENT'S REPORT/INFORMATIONAL UPDATES

Mr. Sullivan reported on a VSBA conference session he attended in Williamsburg, Virginia, on "Developing a Flexible Capital Improvements Plan That Serves as a Long-Term Funding Stream".

QUESTIONS FROM BOARD MEMBERS

Laura Hall congratulated Mr. Sullivan for placing second and Kimberly Clark for placing eighth in the 3rd 3K Walk/Run held in Williamsburg, Virginia.

Susan Sneed inquired about the school calendar and school dismissing two hours early on Wednesday, December 20, 2006. On motion by Ms. Sneed, seconded by Mrs. Hall, by 7-0 vote, the board approved dismissing students two (2) hours early on Wednesday, December 20, 2006. The board would like for this to be included in the school calendar for next year.

ACTION ITEMS - (MOTION REQUIRED)

The board considered the addition of an instructional aide's position for a second grade class at Sugar Grove Combined School for the remainder of the 2006-2007 school year due to an increase in class size. On motion by Mrs. Clark, seconded by Mr. Catron, by 7-0 vote, the board approved the request.

The board considered a school board retreat scheduled for Wednesday, January 17, 2007, to be held all day at the General Francis Marion Hotel with Rodney Young, Attorney with Timberlake, Smith, Thomas & Moses, P.C., from Stanton, Virginia. On motion by Mrs. Clark, seconded by Mrs. Hall, by 7-0 vote, the board agreed to utilize the services of the law firm for the retreat contingent upon a new superintendent being appointed.

The board considered a field trip request from Chilhowie and Northwood Middle Schools to attend a Career Fair at Virginia Highlands Community College on Monday, December 4, 2006. On motion by Ms. Sneed, seconded by Mr. Catron, by 7-0 vote, the request was approved.

CONSIDER ACTION ON CLOSED SESSION ITEMS

On motion by Mrs. Hall, seconded by Mr. Catron, by 7-0 vote, the board accepted the resignation of Billy Delp, a teacher at Marion Senior High School, effective November 28, 2006; accepted the resignation of David Ellison, Assistant Principal of Chilhowie High School, effective December 31, 2006; and accepted the resignation of Steve Reedy, Principal of Chilhowie High School, effective at the end of the instructional day on Thursday, November 30, 2006.

On motion by Mrs. Hall, seconded by Mr. Catron, by 7-0 vote, the board transferred Sam McKinney to full-time assistant principal at the Smyth Career and Technology Center effective January 1, 2007; hired Jared Haynes as a part-time construction technology/agriculture production III & IV teacher in a new position at Chilhowie High School to teach one class originally taught by Sam McKinney and one taught by Mark Halsey to begin December 1, 2006; hired Amy Cornett as a part-time food service employee at Sugar Grove Combined School to replace Marlee Bertram; and hired Jimmy W. Pruitt in a custodial position at Marion Primary School to replace Jimmy Havens.

On motion by Mr. Catron, seconded by Ms. Sneed, by 7-0 vote, the meeting was adjourned.
