Minutes of the October 10, 2011 Smyth County School Board Meeting

The Smyth County School Board met today in a regular meeting at 5:00 P.M., in the library at Chilhowie Elementary School.

CALL TO ORDER

Chairman Choate called the meeting to order and welcomed everyone. He thanked Chilhowie Elementary School for their hospitality.

The roll was called by the clerk, and all members were present.

CLOSED SESSION

Pursuant to § 2.2-3711 of the Virginia Freedom of Information Act, on motion by Mr. Coulthard, seconded by Mr. Veselik, by 7-0 vote, a closed meeting was declared for the purpose of discussing the following: personnel issues as authorized by § 2.2-3711(A)(1) of the Code of Virginia.

On motion by Mr. Catron, seconded by Mr. Coulthard, by 7-0 vote, closed session ended.

CERTIFICATION OF CLOSED MEETING

WHEREAS, the Smyth County School Board has convened a closed meeting on this date pursuant to an affirmative-recorded vote in accordance with the provision of the Virginia Freedom of Information Act; and

WHEREAS, § 2.2-3712(D) of the Code of Virginia requires a certification by this school board that such closed meeting was conducted in conformity with Virginia Law:

NOW THEREFORE, BE IT RESOLVED, that the Smyth County School Board, by roll call, hereby certifies that, to the best of each member's knowledge (i) only public business matters lawfully exempted from open meeting requirements by Virginia Law were discussed and (ii) only such public business as were identified in the motion by which the closed meeting was convened were heard, discussed, or considered.

VOTE: Ayes: 7, Nays: 0.

CONSENT AGENDA

On motion by Mr. Catron, seconded by Mr. Coulthard, by 7-0 vote, the following was approved.

PRESENTATIONS/RECOGNITIONS

Marion Intermediate School had the highest attendance percentage in the elementary category for the month of September. Gary Foulke, Principal of Marion Intermediate School, introduced Tori Billings, a fifth grader, for having perfect attendance. The school received a certificate and will be retaining the flag from last spring.

Chilhowie Middle School had the highest attendance percentage in the middle school category for the month of September. Sam Blevins, Principal of Chilhowie Middle School, introduced Emily Roark, a seventh grader, for having perfect attendance. She is also the SCA Treasurer. The school received a certificate and will be retaining the flag from last spring.

Northwood High School had the highest attendance percentage in the high school category for the month of September. Stan Dunham, Principal of Northwood High School, introduced Riley Griffey, a twelfth grader, and Katie Beth Bordwine, a twelfth grader. Riley is a trombone player and Katie is a mellophone player in the band. The band received an excellent rating and was awarded first place in music at the Lonesome Pine Band Festival with their presentation of "Stained Glass Heritage". The school received a certificate and the flag to display at the school.

Dr. Robinson shared that Northwood High School was awarded the July Beautification Award from the Chamber of Commerce.

Dr. Robinson presented a VSBA Award of Achievement certificate and a bronze pin to Bill Veselik and a VSBA Award of Excellence certificate and a silver pin to Susan Williams. Chairman Choate presented Dr. Robinson with a VSBA Award of Honor certificate and a gold pin.

Sam McKinney, Principal of Smyth Career & Technology Center, shared that Friday, October 14, 2011 would be Pink Passionate Day and all funds raised would be given to Cancer Outreach in Abingdon, Virginia.

SUPERINTENDENT'S REPORT

Dr. Cassell reviewed revenue, expenditure, and cash flow figures for the month of September 2011, fiscal year 2012.

Mike Sturgill, Principal of Chilhowie High School, reported on that school's annual School Improvement Plan.

Sanders Henderson, Principal of Chilhowie Elementary School, reported on that school's annual School Improvement Plan.

Sam Blevins, Principal of Chilhowie Middle School, reported on that school's annual School Improvement Plan.

Brenda Boone, Principal of Saltville Elementary School, reported on that school's annual School Improvement Plan.

Dr. Robinson reported on 2011-2012 enrollment numbers. Total enrollment as of September 30, 2011 was 4,660 students.

Dr. Robinson provided an update on facilities.

DISCUSSION TOPICS

Dr. Robinson shared information about the VSBA Delegate Assembly.

Dr. Robinson discussed liquidated damages in contracts for the new elementary school construction and the renovation of Marion Primary School.

None of the board members had any questions or comments.

ACTION ITEMS–(MOTION REQUIRED)

The Board considered the following policies for approval (second reading):

On motion by Ms. Sneed, seconded by Mrs. Williams, by 7-0 vote, the policies were approved.

The Board considered policy additions and/or changes for the following (first reading):

The Board considered approving a resolution to ask the Governor and General Assembly to support using a share of the $544 million state funding surplus for K-12 public education and repayment of Virginia Retirement System obligations. On motion by Ms. Sneed, seconded by Mr. Veselik, by 7-0 vote, the resolution was approved.

The Board considered approving the use of both a Requests for Proposals (RFP) for construction management and advertising for a clerk of the works on the construction projects. On motion by Mr. Catron, seconded by Mr. Coulthard, by 7-0 vote, this was approved.

The Board considered adopting the fiscal year 2013 budget priorities. On motion by Mr. Catron, seconded by Mr. Veselik, by 7-0 vote, this was approved.

The Board considered adopting the fiscal year 2013 budget calendar. On motion by Mr. Catron, seconded by Mr. Veselik, by 7-0 vote, the calendar was approved.

The Board considered approving the following advisory committee recommendations:

On motion by Mr. Catron, seconded by Mr. Coulthard, by 7-0 vote, the committees were approved.

The Board considered approving payment of a Literary Loan in the amount of $102,660.00 prior to the November school board meeting. On motion by Mr. Coulthard, seconded by Mr. Catron, by 7-0 vote, this was approved.

The Board considered adopting fourth and fifth grade social studies textbooks from Five Ponds Press. On motion by Mr. Catron, seconded by Mr. Coulthard, by 7-0 vote, this was approved.

CLOSED SESSION ITEMS–(MOTION REQUIRED)

On motion by Ms. Sneed, seconded by Mr. Coulthard, by 7-0 vote, the Board accepted the following resignations:

On motion by Ms. Sneed, seconded by Mr. Coulthard, by 7-0 vote, the Board accepted the resignation of Brittany Powers as seventh and eighth grade girls' basketball coach at Sugar Grove Combined School.

On motion by Ms. Sneed, seconded by Mr. Coulthard, by 7-0 vote, the Board hired the following in extracurricular/coaching positions:
