Minutes of the October 11, 2010 Smyth County School Board Meeting

The Smyth County School Board met today in a regular meeting at 5:00 P.M., in the library at Chilhowie High School, 1160 East Lee Highway, Chilhowie, Virginia.

CALL TO ORDER

Vice-chairman Catron called the meeting to order and welcomed everyone. He thanked Chilhowie High School for its hospitality.

The roll was called by the clerk, and the following members were present: Sam Hambrick, Susan Williams, Susan Sneed, Dick Ryan, Jerry Catron, and Jim Coulthard. Jesse Choate was absent.

CLOSED SESSION

Pursuant to § 2.2-3711 of the Virginia Freedom of Information Act, on motion by Mr. Coulthard, seconded by Mrs. Williams, by 6-0 vote, a closed meeting was declared for the purpose of discussing the following: personnel issues as authorized by § 2.2-3711(A)(1) of the Code of Virginia, the discussion of the acquisition of real property for a public purpose as authorized by § 2.2-3711(A)(3) of the Code of Virginia, and a student issue as authorized by § 2.2-3711 (A)(2) of the Code of Virginia.

On motion by Ms. Sneed, seconded by Mrs. Williams, by 6-0 vote, closed session ended.

CERTIFICATION OF CLOSED MEETING

WHEREAS, the Smyth County School Board has convened a closed meeting on this date pursuant to an affirmative-recorded vote in accordance with the provision of the Virginia Freedom of Information Act; and

WHEREAS, § 2.2-3712(D) of the Code of Virginia requires a certification by this school board that such closed meeting was conducted in conformity with Virginia Law:

NOW THEREFORE, BE IT RESOLVED, that the Smyth County School Board, by roll call, hereby certifies that, to the best of each member's knowledge (i) only public business matters lawfully exempted from open meeting requirements by Virginia Law were discussed and (ii) only such public business as were identified in the motion by which the closed meeting was convened were heard, discussed, or considered.

VOTE: Ayes: 6, Nays: 0.

CONSENT AGENDA

On motion by Mr. Coulthard, seconded by Ms. Sneed, by 6-0 vote, the following was approved.

PRESENTATIONS/RECOGNITIONS

Rich Valley Elementary School had the highest attendance percentage in the elementary category for the month of September. Tammy Johnson, Principal of Rich Valley Elementary School, introduced Olivia Briggs, a kindergarten student, for having perfect attendance. The school received a certificate and the flag to display at the school.

Chilhowie Middle School had the highest attendance percentage in the middle school category for the month of September. Mike Davidson, Principal of Chilhowie Middle School, introduced Hannah Compton, an eighth grader, for having good attendance. The school received a certificate and the flag to display at the school.

Chilhowie High School had the highest attendance percentage in the high school category for the month of September. Mike Sturgill, Principal of Chilhowie High School, introduced Scott Pennington and Rhett Sturgill, seniors, for having perfect attendance last year. The school received a certificate and the flag to display at the school.

Sallie Moss, SCA Sponsor at Marion Senior High School, introduced Michael Francis, SCA President. He shared some activities and accomplishments of the MSHS SCA.

Dr. Robinson recognized students who represented their schools' SCA and newspaper.

Dr. Robinson recognized Ernie Atwell, School Resource Officer for the Chilhowie area, for being named the Resource Officer of the Year in the state of Virginia.

Dr. Robinson presented VSBA Award of Achievement certificates to Jim Coulthard, Richard Ryan, and Susan Williams. He presented VSBA Award of Excellence certificates and silver pins to Jerry Catron, Sam Hambrick, and Susan Sneed. Vice-chairman Catron presented Dr. Robinson with a VSBA Award of Distinction certificate and distinctive pin. Jesse Choate will receive a VSBA Award of Achievement certificate.

SUPERINTENDENT'S REPORT

Dr. Cassell reviewed revenue, expenditure, and cash flow figures for the month of September 2010, fiscal year 2011.

Reva Rhea, Principal of Atkins Elementary School, reported on that school's annual School Improvement Plan.

Dennis Carter, Principal of Chilhowie Elementary School, reported on that school's annual School Improvement Plan.

Gary Foulke, Principal of Marion Intermediate School, reported on that school's annual School Improvement Plan.

Kimberly Williams, Principal of Marion Primary School, reported on that school's annual School Improvement Plan.

Tamela Johnson, Principal of Rich Valley Elementary School, reported on that school's annual School Improvement Plan.

Brenda Boone, Principal of Saltville Elementary School, reported on that school's annual School Improvement Plan.

Dr. Robinson shared information about Federal Education Jobs Funding.

DISCUSSION TOPICS

Dr. Robinson shared information from the VSBA regarding a resolution in support of reduced mandates for public education in Virginia.

QUESTIONS/COMMENTS FROM BOARD MEMBERS

Mrs. Williams asked for an update regarding the congestion problems at the Marion Senior High School's parking lot. Dr. Robinson and the principal have been working on a solution.

Mrs. Williams inquired about a policy regarding concussions. Dr. Robinson reported that he would begin working with staff to develop a draft policy to present.

Mrs. Williams expressed her concerns about the dress code. Dr. Robinson has been working on dress code issues with the principals.

ACTION ITEMS—(MOTION REQUIRED)

The Board considered the following policies for approval (second reading):

On motion by Ms. Sneed, seconded by Mrs. Williams, by 6-0 vote, the policies were approved.

The Board considered policy additions and/or changes for the following (first reading):

The Board considered adopting the fiscal year 2012 budget calendar and the fiscal year 2012 budget priorities. On motion by Mr. Coulthard, seconded by Mrs. Williams, by 6-0 vote, these were approved.

The Board considered bids for masonry repairs to Northwood High School's football stadium. On motion by Mr. Coulthard, seconded by Mrs. Williams, by 6-0 vote, the bid from Mountain Masonry, Marion, Virginia, in the amount of $30,525.00 was approved.

The Board considered bids for coal supply. On motion by Mr. Coulthard, seconded by Ms. Sneed, by 6-0 vote, the bid from Red River Coal was approved.

The Board considered changes to the kindergarten report card. On motion by Mrs. Williams, seconded by Mr. Ryan, by 6-0 vote, this was approved.

The Board considered approving the following advisory committee recommendations:

On motion by Ms. Sneed, seconded by Mr. Coulthard, by 6-0 vote, the committees were approved.

The Board considered conducting a school board budget committee meeting on Wednesday, October 20, 2010 at 4:00 P.M.

The Board considered a called school board meeting for Monday, October 25, 2010 at 5:00 P.M.
