Minutes of the September 12, 2011 Smyth County School Board Meeting

The Smyth County School Board met today in a called meeting at 5:00 P.M., in the board meeting room, 121 Bagley Circle, Suite 300, Marion, Virginia.

CALL TO ORDER

Chairman Choate called the meeting to order and welcomed everyone.

The roll was called by the clerk, and all members were present.

CLOSED SESSION

Pursuant to § 2.2-3711 of the Virginia Freedom of Information Act, on motion by Mr. Coulthard, seconded by Mr. Veselik, by 7-0 vote, a closed meeting was declared for the purpose of discussing the following: personnel issues as authorized by § 2.2-3711(A)(1) of the Code of Virginia, student disciplinary matters as authorized by § 2.2-3711(A)(2) of the Code of Virginia, student exemption from compulsory attendance as authorized by § 22.1-254(C)(1) of the Code of Virginia, and discussion of the acquisition of real property for a public purpose as authorized by § 2.2-3711(A)(3) of the Code of Virginia.

On motion by Mr. Catron, seconded by Mr. Coulthard, by 7-0 vote, closed session ended.

CERTIFICATION OF CLOSED MEETING

WHEREAS, the Smyth County School Board has convened a closed meeting on this date pursuant to an affirmative-recorded vote in accordance with the provision of the Virginia Freedom of Information Act; and

WHEREAS, § 2.2-3712(D) of the Code of Virginia requires a certification by this school board that such closed meeting was conducted in conformity with Virginia Law:

NOW THEREFORE, BE IT RESOLVED, that the Smyth County School Board, by roll call, hereby certifies that, to the best of each member's knowledge (i) only public business matters lawfully exempted from open meeting requirements by Virginia Law were discussed and (ii) only such public business as were identified in the motion by which the closed meeting was convened were heard, discussed, or considered.

VOTE: Ayes: 7, Nays: 0.

CONSENT AGENDA

On motion by Mr. Coulthard, seconded by Mr. Veselik, by 7-0 vote, the following was approved.

PRESENTATIONS/RECOGNITIONS

Reva Rhea, Principal of Atkins Elementary School, introduced Amy Rapoza, a teacher at the school, and shared about her accomplishment in publishing a book entitled Doug the Doodle.

Alice Funk, Gear Up Coordinator, and Emily Matney, Gear Up student at Marion Senior High School, provided a short presentation about Emily's participation in the National Youth Leadership Conference for Gear Up held in July 2011 in San Francisco, California. Emily was the first Virginia student to be selected.

SUPERINTENDENT'S REPORT

Stan Dunham, Principal of Northwood High School, reported on that school's annual School Improvement Plan.

Dr. Robinson reported on 2011-2012 enrollment numbers. Total enrollment as of day 15 was 4,640 students.

Kevin Deck, Architect with RRMM, provided a brief presentation on final designs and floor plans for the new elementary school to replace Marion Intermediate School.

Dr. Cassell reviewed revenue, expenditure, and cash flow figures for the month of August 2011, fiscal year 2012.

Dr. Cassell reviewed the general fund and cafeteria accounts audit findings and recommendations from Hicok, Fern, Brown and Garcia, Certified Public Accountants.

Gary Foulke, Principal of Marion Intermediate School, reported on that school's annual School Improvement Plan.

Kimberly Williams, Principal of Marion Primary School, reported on that school's annual School Improvement Plan.

DISCUSSION TOPICS

Dr. Robinson reminded the Board that the Monday, October 10, 2011 regular monthly meeting of the Smyth County School Board would be held in the library at Chilhowie Elementary School starting at 5:00 P.M.

None of the board members had any questions or comments.

ACTION ITEMS–(MOTION REQUIRED)

The Board considered policy additions and/or changes for the following (first reading):

The Board considered deleting the following policies:

On motion by Mr. Catron, seconded by Ms. Sneed, by 7-0 vote, the Board approved the policies being deleted.

The Board considered changes to the Adult Diploma Program. On motion by Ms. Sneed, seconded by Mrs. Williams, by 7-0 vote, this was approved.

The Board considered approving a resolution authorizing the purchase of 14.91 acres in Smyth County, Virginia, for the site of the new elementary school. On motion by Mr. Catron, seconded by Mr. Veselik, by 7-0 vote, the Board approved the resolution contingent upon the Smyth County Board of Supervisors' vote at their Tuesday, September 13, 2011 meeting.

The Board considered adopting a Functional Level Adaptive Assessment Program to be piloted at Atkins Elementary School, Marion Intermediate School, and Marion Primary School as presented by Dennis Carter, Director of Curriculum and Instruction. On motion by Mr. Catron, seconded by Mr. Coulthard, by 7-0 vote, the program was approved.

The Board considered approving on-line learning providers. On motion by Mr. Coulthard, seconded by Mrs. Williams, by 7-0 vote, Apex Learning and Compass Learning were approved.

The Board considered approving a job description for the Director of Support Services. On motion by Mr. Catron, seconded by Mr. Coulthard, by 7-0 vote, the job description was approved as presented.

The Board considered approving a bid for coal. On motion by Mr. Coulthard, seconded by Mr. Catron, by 7-0 vote, the bid from Red River Coal at $165.00 per ton was approved.

On motion by Ms. Sneed, seconded by Mr. Coulthard, by 7-0 vote, the Board hired the following as recommended by the superintendent:

On motion by Ms. Sneed, seconded by Mr. Coulthard, by 7-0 vote, the Board accepted the superintendent's recommendation for religious exemption from compulsory school attendance for Case #2011-03 and Case #2011-04.
